Ruzaphema youth express cash misuse qualms

Dimapur, September 15 (MExN): The Ruzaphema youth community has expressed suspicion at the amount of money and nature of work processes involved in the setting up of two training centres, the Central Regional Training Institute and the Police Training School in Ruzaphema under Dimapur. The Ruzaphema Students’ Union and the Ruzaphema Youth Organization have, in a joint statement received here, expressed misgivings about the nature of processes involved in the construction of the said centres. The two organisations are wary that “powerful businessmen” are carrying out the works by sidetracking the specifications and terms and conditions.

The statement referred to information from reliable sources that the state government had prepared a “beautiful master plan” for the training complex by employing a reputed private consultant firm. The firm’s master plan was already approved and a proposal to the tune of more than Rs.600 Crore from the central government is under active consideration, the youth organisations stated.

To accommodate and facilitate the jawans and their officers, the RSU and RYO said, for construction of infrastructure and accommodation facilities on emergency basis, a work order to the tune of Rs.19 Crore was already ‘allotted’ to a certain construction company “without NIT”. (The ‘NIT’ mentioned here was not specified in the statement but it is understood that it refers to ‘Notice Inviting Tender’). “The concern can best reply the source of such huge amount going to be sanctioned, because all that we know was, there is no fund provisions under the master plan meant from the emergency and temporary constructions,” the organisations stated.

The organisations then stated that they have found out that all the ongoing works are temporary which is contrary to the “master plan which may involve few lakhs if not one or two crores at the most”. “It is also reliably learnt that the entire payment is about to be made without observing the formalities such as assessing the actual measurement through bill books and the amount of works done,” the statement alleged.

“We enquired from the concern authority as to why such huge amount is earmark to temporary works when the same amount can be utilized for the pucca and permanent construction as specified in the master plan,” the statement said. The RSU and the RYO “perceived” that the technocrats and technical supervisors for the project are becoming “helpless in front of this powerful businessman who carries out the works at his whims and wishes without adhering to laid specification, terms and conditions, etc.”

The organisations have ‘suggested’ that the NGOs should come and physically verify the facts and react, that the Chief Minister personally verify and intervene, and that the “group of MLAs” come and get firsthand information themselves.

“As for the RYO and RSU, we will remain the watchdog of the happenings and stand firmly against any unfair means. The blatant disregard to the systems may compel us to go to the extent of exercising our RTI for redressals. We commit to watch the developments zealously and see that every element that takes part in this project is honest and sincere in order to realize the dream of the government, the main architect of this project who is none other than the honorable Chief Minister and the Naga people comes true,” the RSU and RYO added.
