Selection of new NGBF office bearers unconstitutional: Concerned GBs

Dimapur, April 29 (MExN): ‘Concerned GBs’ on Friday have made allegations of “unconstitutional selection” of new Nagaland GB Federation (NGBF) office bearers at the 30th general meeting 2022 held in Phek district and “autocratic functioning system of Nagaland NGBF office.”

The Concerned GBs Sessional Chairman, Thepfukedou Kuotsu and Sessional Secretary, Luikang on Friday wrote to the Commissioner of Nagaland stating that ‘Concerned District GB leaders and GB delegation members to NGBF general meeting held on April 20 and 21 at Phek district’ had an emergency meeting at Chakhro Public Organization (CPO) office, Chümoukedima on April 28. 

According to the letter, as directed by the Commissioner’s office, “GBs was very optimistic that the NGBF officials would have ethical sense in running the office affairs as per the constitutional norms. But it was utterly shocking to witnessed how they had manipulated and workout everything in an unconstitutional way just to suit their sinister agenda.” 

It alleged that decisions were taken against the existing NGBF constitution. Citing Article 10 (A), they pointed out that a candidate once hold the post of President shall not be nominated for second time. However, the previous president was re-selected covertly for another five years term. According to Article 8 (C), the nomination committee will adhere to the norms strictly in selecting the office bearers as laid down, failing which the house has the right to turn down the selection of any candidate and will have to nominate other candidate if found violated the norms. 

However, in violation they created new office bearers post such as, three vice presidents, two Secretaries, one Assistant Finance Secretary and one Cultural Secretary and picked candidates without the house approval, they stated. 

Further, it was stated that some newly created district GBs Association and few districts newly selected GB office bearers were denied their rights to participate in the NGBF executive meeting representing their districts (New Districts: Chümoukedima and Tseminyu/Newly selected office bearers: Kohima). On the other hand, some newly created districts and new office bearers were allowed to attend the executive meeting (Dimapur and Shamator).

“This indicates biasness and coercion tactics to suppress and deny the rights of these GB representatives who are officially selected district GB leaders through democratic norms. Even more astonishing, by not recognizing the GB officials of some newly created districts the NGBF had categorically disowned the authority of the state government order of creation of new districts,” it stated. 

“To retain their control over the NGBF office, they have selected five members of their choice to re-amend the NGBF constitution which was outrightly rejected by the house. But shockingly in a press release statement (Nagaland Post, 3rd page dated 26th April 2022) which says endorsed by the house,” it mentioned. 

Also alleging that they failed to produce hard copy of the financial reports of the last six years in the house, it said,n “When questioned by the GBs they were reluctant and replied with silly excuses thereby financial report was never presented.”

“If the affairs of NGBF office is run and function in the present style, the GB institution will lose its credibility as guardians of Naga Customary Laws and Usages, which is time tasted ethos and uniquely revered identity,” it stated while appealing the Commissioner “to intervene and put the NGBF office in order as per the constitution norms.”
