Kohima, August 12 (MExN): The Social Audit District Level Public Hearing under MGNREGS for Bhandari block in Wokha district was held at VDB Conference Hall, Wokha on August 11. Ten villages including Khumchoyan, Hayiyan, Roni New, Longjung, Yenchu, Lishyio, Lio Wokha Old, Mongphio, Pangtong and Serika were audited. 

During the audit, several discrepancies were detected in the findings of village wise report which was presented by the Village Resource Persons (VRPs), Block Resource Persons (BRPs) and District Resource Persons (DRPs). 

Discrepancies
In most of the VDBs, documentation and record maintenance were found to be poor, according to observation during the social audit public hearing. Total number of projects in the Management Information System (MIS) shown and actual execution of project was found to differ.

In some VDBs, total sanction in MIS differed with actual sanction. Number of job cards does not tally with MIS because of deletion of bogus deceased and migration etc, it stated adding that three phases photograph in hard copy is to be maintained at the village level. 

It was pointed out that in some of the VDBs Gram Sabha and Rozgar Diwas were not held regularly.

Corrective measures 
After proper discussion and deliberation, the house resolved that shelf of projects to be maintained properly and implemented. It also called for proper maintenance of documents at the Block and DB level, involvement of all job cards holders in the process to be ensure, three phase photographs to be maintained and Detailed Transparency Board to be maintained. Rectification letter (ATRs) for the unresolved issues during the public hearing meeting to be submitted to the SAU within 7 working days (ATRs attached), it stated.

Earlier, Wokha DRDA Project Director, K Shekiho Phuleshe explained the importance of social audit and its implication.

He said that in the public hearing, shortcoming and loopholes are pointed out for necessary corrective measures.  He requested all the concerned BDOs and VDBs to put in action all the corrective measures and pointed out that same mistake should not be repeated in future.

Imlirenla Sanglir, State Resource Person, SAU Nagaland in her introductory speech emphasized on the importance of following the guidelines during the implementation of the schemes. She said that the main purpose of social audit is to put in place vigilance and ensure transparency and accountability in the implementation of the programme.

I Yentinoungbou, EAC, Wokha HQ represented the district administration as observer. He emphasized the importance of proper implementation of the proposed scheme per the shelf of projects and proper maintenance of records, adding that documentation is an essential component to reflect accountability and transparency.

The hearing was chaired by Thungbeni Ngullie, Project Officer, DRDA while vote of thanks was proposed by BDO Bhandari.
