Social audit public hearing under MGNREGA conducted

Kohima, September 16 (MExN): District level social audit public hearing under MGNREGA for six villages (FY 2014-2015) under Kohima District was held at Zhadima Village Council Hall on September 11.  

The Gram Panchayats and villages in attendance were Tsiemekhuma Bawe and Botsa (Botsa RD Block), Sechuma and Jotsoma (Sechu Zubza RD Block) and Zhadima and Nachama (Cheiphobouzou RD Block).  

Limasenla Jamir, Director, SIRD, (Social Audit Unit), Nagaland highlighted on the MGNREGA programme and the importance of Social Audit under the programme. District resource persons Imlirenla, Kelanu Thapu and Loluvole Thakro presented on the findings of social audit and read out the village wise Gram Sabha resolutions.  

Some general issues were highlighted such as incorrect nominal muster roll entry, improper maintenance of documents, non-maintenance of citizen information/transparency board, lack of proper worksite facilities, incorrect job card numbers, multiple job cards and lack of awareness on MGNREGA guidelines at block and village level. All the village representatives present agreed to uphold the Gram Sabha resolution and ensured to take corrective measures in all respective blocks and villages.  

The resource persons appraised the implementing agencies to initiate capacity building measures at block as well as at village level.  

Kevipodi Sophie, Project Director, DRDA reiterated the village functionaries on proper maintenance of documents relating to MGNREGA works and for effective implementation of the programme.  

Peren: Society for Training and Research on Rural Development, Social Audit Unit and Public Hearing under Mahatma Gandhi National Rural Employment Guarantee Act for five villages was conducted on September 15 at Baudi hall Jalukie.  

Addressing the public hearing, senior lecture SIRD, state training co-ordinator social audit, Dr. Kedise Pucho explained the major keys of social audit under MGNREGA to the five villages: old Jalukie village, Nkwarew village, Peletkie, Deukaram and Beisumpuikam village.  

Dr. Kedise stated that Social Audit Unit, Nagaland was conducting district level public hearing in eleven districts which would be concluded on September 18 and all social audit reports will be submitted to the state government and also to the Ministry of Rural Development.  

During the public hearing, DRPs/VRPs presented the finding on social audit and VDB secretaries real out the gram sabha resolution. On the issue pertaining to the villages the team founds some minor errors in the MIS record however, the issue has been clarified by the concerned block officers that it was double entries and was given justification accordingly during public hearing.  

MON: The first Social Audit Public Hearing under MGNREGA, for Mon District was held on September 15 at DRDA Resource Centre, Mon. The programme was attended by village functionaries from five audited villages, Dist. Administration, NGOs, Block staff & Officers and the media. The findings of the Social Audit Team were presented by the SAU Team, Nagaland and tabled for discussion. All the findings were thoroughly deliberated and resolved satisfactorily with the relevant documents produced by the respective BDOs and staff.  

The programme was chaired by M. Temjen Longchar, DPC, MGNREGA (Incharge), DRDA, Mon. Introduction to Social Audit Hearing was given by Khekiye K. Shohe, SAU Team member and the social audit findings were read out by Sungjemer, SAU Team Member, Nagaland. The programme concluded with vote of thanks from Manhon Konyak, BDO, Mon.
