‘State Govt committed to fight corruption’

Home Minister addresses Civil Services Day Celebration

The inaugural programme for the Civil Service Day celebration on April 21 and 22 was held at Administrative Training Institute (ATI), Kohima with Y. Patton, Home Minister as the chief guest. The two day celebration will hold technical sessions on the motivational talk on communitisation and functioning of village development board.  

Highlighting the reason for observation of Civil Services Day, Patton stated that the members should rededicate and re-commit themselves to the service of the people, to which cause they had committed themselves on joining the service and that the celebration should also provide an opportunity for introspection and for chalking out future strategies to deal with new and emerging challenges posed by the changing times.  

“The State Government is committed to fight corruption and to bring about peace and all round development in the State,” said Patton who urged the civil servants to contribute their best, to be honest and fearless in carrying out their duties and in advising superior authorities including the political leadership.

  Nagaland has the highest ratio of government servants to population which is about 1:15. Patton stated a major concern over bogus and fictitious employees and the non-plan expenditure which continues to mount every year leaving the government to undertake very less development works for the people. Salaries and pensions consume 60 % of the non-plan expenditures minus debt servicing, stated Patton who further exhorted the government officials present to examine their attitude and commitment to their job, and their basic motivation in daily work. “Are you in the civil service just to get a better position in life? Do you start complaining and getting discouraged just because you do not get positing of your choice. Or are you in the habit of seeking political influence for the posting of your choice?” questioned the Home Minister.  

Lauding the theme of technical session which focuses on communitization, Patton stated that communitization is an innovative product of Nagaland in the area of decentralization of government functions and responsibilities which has been widely hailed as a very successful experiment and even won a UN award at the international level. Patton hoped that the session will throw light on the success as well as problems of communitization in Nagaland during the past decade or so and further deliberate on ways to overcome those problems and drawbacks. “Since communitization is our own brain child, carrying our unique brand name and identity, we all have to work hard for its success. If it fails the reputation of Nagaland will be at stake,” asserted Patton.  

The program was chaired by Temjen Toy, IAS Principal Secretary to CM, Finance Commissioner, P & AR and Sericulture Department while the opening remarks was given by Pankaj Kumar, IAS, Chief Secretary, Nagaland. During the inaugural the Personal Information & Management System (PIMS) was inaugurated. Pankaj Kumar stated that PIMS covers the entire government departments where the details of 1.2 lakh employees both regular and other category are registered in the database. PIMS will link the database with the Finance Department database to increase the efficiency of government and reduce the errors, mentioned Kumar.  

The Website of P & AR Department was released along with the Civil List, 2016 in the website and compendium of important office memoranda notification.
