On the first day of the 2nd session of 13th Nagaland Legislative Assembly (NLA), the question on the status of the 11th NAP (IR) Battalion at Aboi ADC Hq was raised by MLA E.E Pangteang where Y. Patton, Deputy Chief Minister and Home Minister replied that the establishment of 11th NAP (IR) Bn at Aboi was sanctioned under Special Planning Assistance (SPA).
However, according to the Home Minister, the Ministry has stopped sanctioning the SPA fund w.e.f 2012-13 where the works were temporarily suspended due to non-receipt of fund. The work has been resumed after release of fund from Government of India.
On questioning when the works will be completed, Patton replied, “The Home Department has approached the Ministry of Home Affairs (MHA) for release of fund to complete the sanctioned project. Once the basic functional infrastructures are completed the Battalion Headquarter will be operationalised."
Consultancy Tender Work Orders
The questions on three consultancy tender works orders were raised by Y. Vikheho Swu, MLA to the Minister for National Highway.
Swu questioned why the Consultancy Tender Work order for Showuba-Guzanyu-Pughoboto-Zunheboto-Aghunato-Noklak-Pangsha proposed National Highway has not been awarded in spite of the fact that the tender or the same has been casted since September 5, 2016.
Swu also questioned on the reason why the Consultancy tender work for Two Laning of Mokokchung to Zunehboto and from Chazuba to Meluri via Tevopheshu has not been awarded in spite of the fact that the tender for the same has been casted since July 31, 2017. The third question was raised on the Trans Eastern Highway from Mon-Longwa-Pangsha-Kiphire-Avankhu where the Consultancy tender work has not been awarded despite the tender being awarded since September 5, 2016.
The same answer was given for the questions on the three consultancy tender works where, Y.Patton, Deputy Chief Minister and Minister of National Highways replied "The bids for the DPR Consultancy services for the subject work were invited on September 7, 2016. The tender evaluation Committee after the evaluation of the financial bids recommended re-invitation of tender because of non-fulfullment of certain criteria in the tender evaluation process. Based on the recommendations of the Tender Evaluation Committee, bids for subject work were re-invited on October 20th, 2017. As on date, tender evaluation process is in progress."
Status for granting NAAC to Phek Govt College
The question on the status of UGC/NAAC at Phek Government College was raised by MLA Kuzholuzo Nienu. Temjen Imna Along, Minister, Higher Education & Technical Education stated that the Phek Government College has uploaded its Institution Information for quality Assessment (IIQAC) on the NAAC Website for assessment where the Self Study Report (SSR) covering seven criteria was uploaded successfully.
The orientation on the NAAC Assessment and Accreditation was held on September 1, 2017, however the Peer Team visit for assessment of the college is still awaited.
Question was further raised on the steps taken by the Department so far to get the college accredited to which the Minister of Higher Education & Technical Education mentioned that a state level workshop on ‘New Accreditation Framework-Quality Framework’ was organised on March 13 for the Principals and coordinators of the colleges to acquaint them with the new methodology of NAAC Assessment. Further financial assistance was granted to the Phek Government College during 2017-2018, and ‘librarian deployed to expedite NAAC Assessment process’. “On the eve of NAAC Peer Team Visit, the Department extended support for the facelift of the college,” stated Along.
