The India-NSCN (IM) Political Impasse

A political contest, anytime, anywhere in the world between Nations or Peoples, is fundamentally a contest of territory for Homeland: the political Peace Talk between the GoI and the NSCN (IM) appears to have run into an impasse.

Initially the Parties started off in great affability saying: ‘we understand India has their difficulties and they understand ours’. But in the 25 years of close affability, the Talk has turned more and more into flip-flop and today things appear more and more like in a deadlock than in any other things.

The Government at the Centre and in the State appeared to have gone not altogether totally wrong; however they have their share of mistakes and wrong doings:

It is good of India to have entered into Ceasefire Peace Talk with the NSCN (IM) to have Political Peace settlement. Prime Minister Modi may have some difficulties for the Naga but he has exhibited more considerations for ‘Solution by Discussion’ than many of the Prime Ministers of India before him.

The Ceasefire Peace Talk between the GoI and the NSCN (IM) is good, if for nothing more than it has prevented the IM from wiping out its kith & kin opponents with their initial political principle of Barrel of the Gun, for solution of their problem with any opponents, and GoI exhibited an unwelcome tendency in political principle by conceding to talk with the most violent and militarily the strongest Naga Group and not first with the non-violent Father of Politics of the Naga.  That may give wrong incentive to rogue elements in the sensitive Northeast.

The Time has come for us all today to talk brutally honest of the Reality, of what is ‘Dross and Metal’; winnow Half-Truth from ‘Truth’, the Mirage from ‘Reality, and Half Baked from the fully Baked, so that the political impasse is turned into a unique historical opportunity for the good of all, for all time to come; otherwise another 25 years of flip-flop Talk may only come to naught.

Brutally and speaking in right Democratic Principle; the Naga People Conference should not have included "the integration of Naga Areas of Outside Naga Hills with the proposed State of NAGALAND” in their 16-Point Agreement with Government of India without first getting the prior consent of the concerned Naga people of Arunachal, or of Assam or Manipur Areas; this must have been an unintended mistake of inflated largesse of the NPC.

In democratic Principle, people of one territory don’t unless unauthorised, speak political matters on behalf of another territory; surely the Ambassador of one country do not speak for another.

The Naga of Nagaland cannot speak for the Naga of Assam other States. Till the Berlin Wall stood, East Germany was not authorised to speak for West Germany and vice versa; the South and North Koreans could not even have a unified Football Team in the Olympic because they are different entities.

Until integrated into one and the same Territory; the Naga of one State cannot interfere in the affairs of another.

In the State of Nagaland, the Land is owned personally  by the people from time immemorial, not by any Rajah or the authority of the colonial Force that controlled Naga Hills for 101 years since the establishment of their first HQ Post at Chümoukedima in 1846 and their 1947 departure from India.

There is not a single square inch of land in Nagaland without its Owner. No wonder, the people with such a Land holding System, are jealously so conscious of the ownership over their Land and this impacts their sense of independence in life, and Christian or not, Socialism or Communism don’t fit into their Traditional or Customary practices.

With great apprehension, the world today hear the story of war in Ukraine and the tragic collapse of law & order and governance in the Island Nation of Sri Lanka. People feel sorry for the poor ordinary citizens in the island Nation carrying on with only one meal per day, and the entire Nation in such deep debt that the only way to repay the Debt is to sell a part of their country to the debtor! What a dire consequence!  

How has things gone this wrong?

And who is responsible?

The Rulers of Sri Lanka should know, but they don’t know how things have gone so wrong!

Why didn’t they know?

Because they did not know what they don’t know; they only knew what they know; not what they don’t.

Things went wrong after Indian Prime Minister Rajiv Gandhi pulled out the failed [IPKF] Indian Peace Keeping Force from the Island and was assassinated at Parambadur by a small flower girl in a suicide bomb, -first in the world by the Tamil Tigers of Sri Lanka, and the Family Dynasty of the Raja Prakasas rose undemocratically to handle power in the beautiful country!

UN Civil Right Organizations accused Sri Lankan Government of violating Human Rights on the vanquished Tamil Tigers and the State refused foreign Investigators to enter the Country.

The departure from Democratic Processes of Justice by the increasingly arrogant Government appears to be the Nation’s First Steps in their slid downward.   

The mismanagement by the high, the rich and the connected powerful that ran the System of running the country has gone too powerful, too high, too confident and too arrogant to listen to the voices of decency and of reason.

Like in the middle ages in England and in France, the Public at last couldn’t tolerate the injustice and mismanagement any longer and rose as a whole in Revolt en-mass, against the government’s Ruling machinery and threw away the whole body of the Government including the Engine!

The Public was Right as only it could!

In the case of the State of Nagaland; the NGOs of Nagaland: -ACAUT [Against Corruption And Unauthorised Taxation], the GB Federation, the NTC; the State Church Organizations, its Leaders have become a little less hesitant against the violence and corruptions in the State and individual Citizens in increasing numbers now began to support the Truth, against Violence fearlessly for Reality and the Truth.  

However, like the English axiom: ‘too many Cooks spoils the curry; a plethora of unauthorised self-appointed Bodies of scholarly elites from outside distant places, and with a few unpruned branches of the Vines of the State, under the dominion of the barrel of the Gun, produce unauthorized wine -actually no Gospel wine at all- in new wine bottles. This unauthorized fiddling in the affairs of other State, disturbs the real Gospel wine, misled the naïves in the State and confused and puzzled the Government at the Centre.

The Centre should have held unequivocally “what is not possible today is not possible tomorrow and what is not possible tomorrow is not possible today” and not flip-flop its positional statements.

 Quite a few Naga National Political Groups and their supporters blame the Naga People Conference for the 16-Point Agreement that brought the creation of the District of Naga Hills of Assam into one politically most favoured STATE OF NAGALAND: and personally speaking; had it not been for that, the NSCN (IM) would have totally annihilated all its opponents and make the 60 MLA demit from the August Assembly of the State of Nagaland.

The Governments in the State and in the Centre have their share of mistakes and wrong doings but are not completely wrong and mistaken.

The GoI has erred initially in declaring that it will talk only with the strongest group; latterly they change their position to talk with ‘All inclusively’ at the sensible complaint of the Naga Public of Nagaland.

On the formation of the Nagaland State, its first Chief Minister P Shilu magnanimously sent his Emissary RC Chiten Jamir to Manipur when ML Kampani was the Chief Commissioner of the Princely State and in a Meeting called by the Chief Commissioner, the Naga community of Manipur stated they desire to remain in the Princely State of Manipur.

Since then Manipur became a Parliamentary State, and there has been Naga Chief Minister of the State of Manipur for several Terms and has represented Manipur State in the Indian Parliament in the Lok Sabha, yet none of them cared to raise the question of Integration of their Area to Nagaland.

India has not effectuated the Integration of Naga Areas of outside with Nagaland but India has not rejected the Idea if the States of Arunachal, Assam and Manipur respectively give their consent. At the moment the States wouldn’t give their consent, but when the fullness of time comes the Pharoah would give in and one day all the Naga including those in Burma would live together.
