‘Time has come for public to gear up & assert their rights’

DIMAPUR, JULY 4 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today said that the recent agitation staged by members of Public Service Aspirants of Nagaland (PSAN) on unabated backdoor appointments by the state government is a “grim reminder of the reality that has besieged our state.”

A press note from the NPCC said that just a year back, the government t had brought out an Office Memorandum dated June 6, 2016 banning all ad-hoc/casual/temporary/work-charged appointments. However, it lamented that the state government had “miserably failed to implement its order in letter and spirit.”

“Going by the past instances, the written assurance of the Chief Secretary to the PSAN is just a ploy to buy time and wear off the agitation. The NPF government that does not even hesitate to indulge in treacherous act of betraying the NBCC brokered Tripartite Agreement with JCC during the recent ULB crisis cannot be trusted to honour its word/assurances with other organizations,” the NPCC said.

It expressed concern that “thousands of our students and well qualified youths have been deprived of a fair chance to gain rightful employment and many of the less deserving whose only merit was connection to powers that be, have been taking all the cake and eating it too.” “It is time, the youths and the public gear up to assert their rights and claim their due or else the NPF government that has become immune to the plight of the people will never wake up from their self induced slumber,” the congress said.

“What more can the people expect from the government where the Chief Minister appoints his son to the post of Advisor to CM with Cabinet Status while many of his party legislators are without any portfolio?” the NPCC questioned. “Therefore, when backdoor appointment can be made for the post of Advisor to CM by a father for his son without dissenting voices from any corners, what stops the government from pursuing backdoor appointments to hundreds and thousands of lower level post that are being filled regularly despite the official order banning the same,” it added.

The NPCC cautioned that “our youngsters on agitation path will only keep getting empty and false assurances whenever they converge to make their voices heard unless the NPF-BJP government is forced to start changes from the top.”

The Nagaland Pradesh Youth Congress (NPYC) on Tuesday demanded CBI probe into backdoor appointment and alleged misappropriation of police modernization funds from the year 2005 till 2017.

In a representation submitted to the Nagaland Governor, the NPYC pointed out that the Nagaland Home Minister, in reply to state assembly starred questions, had admitted that “2000 constables, sub inspector and assistant sub inspector were appointed via backdoor- depriving justice and equal opportunity to Nagaland state youth and backward tribes.”

“The action is tantamount to betrayal of oath of Office to do justice to all manners of people without favour or ill-will,” the NPYC representation stated which was made available to media person at the press conference here today at Congress Bhavan, Kohima.

NPYC president, Vilhousielie Kenguriise, who addressed the media at the press conference, lamented that backdoor appointment is depriving deserving candidates to get into government service.

On the issue of the disproportionate wealth of MKR Pillai, retired Additional Superintendent of Police, the NPYC urged the Governor to “bring justice to Nagaland by recommending the case to CBI for investigation and trial of case.”

The NPYC president also reminded that the Nagaland DGP had on June 14 stated that the consultancy contract for Pillai would be terminated. “However, till today, we have not seen the official document that Pillai had been terminated from the contract.” It therefore demanded that Pillai be released from the consultancy services with immediate effect.

The representation also demanded the sacking of Home Minister Y. Patton, in order to maintain neutrality in the investigation process.

Files RTI on police modernization project

The NPYC president also informed that the youth congress has filed an RTI seeking information on sanction order copy of police modernization project received from Ministry of Home Affairs department from 2005 to 2017; scheme and amount taken up under police modernization project from 2005 till 2017, photos of entire scheme take up under police modernization project from 2005 till 2017 and utilization certificate under police project from 2005 till 2017. “We will take appropriate action after we receive the RTI report,” Kenguriise stated.
