Training of ‘PREPAKS’ on legal literacy for Nagaland State

A three-day training of ‘PREPAKS’ on legal literacy for Nagaland State under the MoU between National Literacy Mission Authority, Ministry of Human Resource Development and Department of Justice, Ministry of Law & Justice, GoI, got here underway at Hotel Saramati, on Thursday.  

The ‘Saakshar Bharat’ (Adult Education) training is organized by the State Resource Centre (SRC), NEHU, Shillong, in collaboration with State Literacy Mission Authority (SLMA) Nagaland.  

Director, SRC, NEHU, B Laltanpuia, in his keynote address said the programme on legal literacy under Adult Education has been incorporated in order to make the programme more useful and relevant to the learners.  

Laltanpuia informed that the ‘Saakshar Bharat’ programme is being implemented especially for female literacy in the four backward districts of Nagaland.   He further informed that the topics to be covered during the 3-day training will include RTI, RTE, free legal aids, National Food Security Act, various schemes of GoI, protection of women from domestic violence, ST/SC prevention of atrocities and sexual harassment of women.  

Additional director, School Education Nagaland, Pollem Tep, in his address said the training programme came at a right time in the backdrop of the debate on 33% reservation for women in local municipal bodies. Tep also said that the state of Nagaland seems to be going through a phase of “lawlessness” as apparent in the application of two law systems-Naga customary laws and the India judicial system.  

Representative from Department of Justice, GoI, Limasenla Longkumer, said the ‘access to justice’ project has been in operation in the two districts of Mon and Tuensang, which have no courts or lawyers, for the last two years and that 46 legal aid clinics have been opened in the two districts. She said these legal aid centres not only address to domestic violence but also give advice on other services like filling up of affidavits and bank loans.  

Earlier, deputy district education officer, Dimapur, R Amongla, delivered the welcome address and nodal officer, SLMA Nagaland, R Ekonthung Lotha, proposed vote of thanks. Programme coordinator, SRC NEHU, Barikor Syiem, chaired the inaugural function.
