Violence against Women: Complaints to NCW lowest in Nagaland

Nagaland is the most ‘peaceful’ place for women devoid of ‘any deprivation of rights/violence against women’ if one goes by complaints registered with National Commission for Women (NCW). 

During the last three years (2019-2021), just 4 complaints were registered with the NCW from Nagaland, while there were none in 2022 till January 25.

Registration of complaints, in fact, indicated a declining trend as per data provided by the Union Minister of Women and Child Development (WCD) Smriti Zubin Irani in a written reply in the Lok Sabha on February 4. 

The Minister was queried on steps taken by NCW for better conditions and financial empowerment of women as well as the number of complaints that were received by the Commission or cases where it had taken suo-moto cognizance in the recent past.

As per the data, only 2 complaints were registered on 2019, which declined to 1 each in 2020 and 2021.

It must be noted here that most of the North-East States and some Union Territories (UTs) also showed single digit registration of complaints.

For instance, in 2021, apart from Nagaland, the UT of Lakshadweep had a single case, while Andaman and Nicobar Islands and Ladakh had 2 each. 

Other State/UTs with single digit complaints in 2021 were Arunachal Pradesh (6), Dadra and Nagar Haveli (4), Daman & Diu (3), Manipur (3), Manipur (3), Meghalaya (7), Mizoram (3), and Sikkim (4).

Among the NE States, only Assam and Tripura had double digit complaints with NCW at 90 and 15 respectively. 

On the other hand, Uttar Pradesh had the highest registration of complaints with 15,828 in 2021, indicating an increase from 11,872 in 2020. 

Delhi was next with 3,336 in 2021, up from 2,638 in 2020, followed by Maharashtra at 1,504 in 2021, an increase from 1,888 in 2020.

States/UTs with above 1,000 complaints in 2021 were Bihar (1,457), Haryana (1,460), Madhya Pradesh (1,105), and Rajasthan (1,130).    

The Minister also informed that the NCW has also taken "suo-moto cognizance of large number of cases/ instances of violation/ deprivation of the rights of women.”

It included 252 cases in 2020-21 financial year and 205 in 2021-22 up to January 25, 2022. 

Meanwhile, she further informed that the Commission has carried out work relating to preparation of gender profiles in respect of States and Union Territories to gauge how women’s lives had changed and also to measure progress over the time period. 

The Commission visited all States and Union Territories except Lakshadweep to assess the status of women, she said. 

The NCW has been conducting Legal Awareness Programmes in colleges/ Universities all over the country to spread awareness on various laws relating to women as well as Gender Sensitisation Programmes and Capacity Building Programmes for Police Personnel on the laws relating to women, she added.
