MEMORANDUM
A serious meeting initiated by "The Watchmen" of Christian Leaders and organizations consisting of the NCRC, Baptist, Assemblies of God, Catholics, Independent Churches, Bible colleges, mission Organizations and concerned citizens was held on the 27/03/2014 2014 at 4:00pm held at the Eastern Bible college Chapel Hall, bank colony to discuss about the social evils prevailing in our society.
The Concerned people in the meeting expressed their displeasure of the social evils such as sale and consumption of Liquor in places like pubs and discos, various shops and disreputable houses both by locals and non locals which is destroying our society especially the children , teenagers and youths; enticing young teenagers and underage children into prostitution and bringing in demonic and satanic activities; creating noise pollution from pubs and night discos whole night which is creating nuisance and Lawlessness in our society.
After a serious and lengthy discussion the following memorandum was drafted and approved to be submitted to the District Administration with the very concern and attitude having faith in the very able Administration to bring about changes and Transformation in our society.
This Memorandum is not intended to and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by a party against the Government, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
This Memorandum is submitted and forwarded for consideration with a view to see the Government of the day perform its bonded obligations to its Citizens.
1. To strongly implement the Nagaland Liquor Total Prohibition Act 1989
This NLTP Act 1989 was passed by the Nagaland Government in respect of the requests of Christians in Nagaland for the wellbeing of our society. Therefore the District Administration is urged to strongly implement NLTP Act of 1989.
2. Cancellation of Trade Licenses in places where Liquor is manufactured, stored, sold and consumed.
According to the NLTP Act 1989, no trade Licenses are to be issued to open, manufacture, store, sale and consume Liquor. Therefore the District Administration and relevant authority is urged to cancel such trade Licenses and penalized.
3. Strict Monitoring and Raiding of such places where immoral activities are taking place in pubs, discotheques, Hotels, Shops, restaurants and other social activity place.
It has been generally accepted that it is dangerous to morals of our teenagers where strict monitoring is not in place. Without proper and clever monitoring, the moral fiber opens the way to sins which rapidly destroys our society. This will help to strongly implement the NLTP Act of 1989.
4. Control of Noise pollution.
Many complaints are heard of whole night noise pollution from Night pubs and discotheques that runs throughout the night to the early parts of the morning. It has been observed that Liquor are sold and consumed in these places. Few such places are opposite and beside the S.P. office namely—Pebbles, Spills, H2o and others like The Cube(Opposite popular bakery), shops near city tower junction, shop near Dhobinala Junction, shops near Marwari Patti...etc,
5. Public safety and proper Checking on Drunk Driving.
Even though the police and security personals are doing their part in checking anti-social dements, much more is needed and public safety remains the core in the hearts of the citizens. Therefore we urge upon the administration and the police to regularly enforce strict and ethical way to discipline in terms of drunk driving through "breathe analyzer". Many precious lives have been lost and threatens the safety of the citizens especially at night.
6. Creation of more jobs in the excise department so as to check and enforce the rule of law against the violators and Liquor barons.
The above mentioned points be carefully and meticulously implemented for Citizens to put their trust in the Government of the day.
