Kohima, July 29 (MExN): Nagaland Deputy Chief Minister and Minister In-charge for Home & National Highways, Y Patton has asserted that the police should address both the issue of maintenance of law and order and prevention of its violation.
Speaking at the Senior Police Officers’ Conference at Police Headquarter (PHQ), Kohima on July 27, Patton had reminded the Senior Police Officers of their primary duty and responsibility of maintaining law and order, stating the maintenance of law and order is equally important to that of prevention of its violation.
“Intelligent and information gathering mechanism needs to be strengthened to make it a step ahead of the potential offenders and that of any possible law and order violation as it is vital for policing,” he added.
He further stated that the PHQ and all its units are expected to maintain the highest level of discipline. “Indiscipline in the Police Force cannot be condoned,” he affirmed, according to a press release from Media Cell, Deputy CM office.
Patton also admonished the officers that uniformed personnel are supposed to serve anywhere within and outside the State in the interest of public service as such transfer and posting cannot be of one’s own choice.
In the field of investigation, the Deputy CM stated the efficiency and capability of the investigating agency is shown in the rate of conviction and sentencing of the accused person in the court of law and it should be taken seriously right from the time of the registration of case.
It was further highlighted that the PDA government is committed to do away with VIP culture. Even ministers are not allowed to use escorts or pilot within Kohima and Dimapur towards easing traffic congestion, Patton stated, adding police traffic management and its regulation should also be taken seriously to have smooth mobility on the road.
He informed that to provide proper mobility to the field officer and outpost police stations, the PHQ had recently procured 18 Gypsy vehicles, which will be handed over to the police station/field office by the first week of August 2018.
The officers were also told about the apparent huge bills for repair and replacement of vehicles that raised questions from many corners, the release said. The Deputy CM directed that the matters should be enquired and if any irregularities are found, action should be initiated against any erring officer.
Patton further advised the department to avoid unreasonable proposal for procurement of vehicles.
Pointing out that some DEF units are functioning with manpower of SDPO strength, he added that such DEFs need to be provided with full strength of SP level and directed the PHQ to submit proposal to the government at the earliest.
He also expressed concern about huge numbers of personnel reportedly on attachment with ex-minister/MLAs and other retired police officers and asked the DGP to withdraw unauthorised attachment with immediate effect.
On encroachments of land in Police Reserve and other parts of Police District HQ, he said strict action will be taken against encroachers as per law. The police was also advised to take up cleanliness drive across the Police Stations/ Police Reserve and to avoid using plastic within the police area.
Timely submission and implementation of projects and ensuring quality supply of clothing, equipments and ration also figured in his address.
Patton disclosed that some of the developmental activities and projects of the Police department may be announced on or before Independence Day this year and invited suggestions from the officers about the welfare of the department.
