Are the Nagaland police sensitive to human rights of the public?

Some of those who voted yes had this to say:
•    To be honest and fair while responding this, I think the old Nagaland police were much more decent and they took pride in their service as protectors of law. In those days, the police were reputed for their discipline and they were very effective in their work and they were public friendly as well. They were reputed for the valor. But these days the same cannot be said for the new Nagaland police. With the introduction of IRB, the new training format lacks discipline and all you have is a rowdy bunch of educated policemen who if given the chance would rather be doing something else. Out of compulsion and want of job, they are reduced to jawans. So they are bound to be more aggressive and rude and have no respect for the public. So in short, I will say Yes, for the old Nagaland police (pre-2000) and No, for the new Nagaland police (post 2000). 
•    The police are sensitive only to the extent of protecting the big shots. They protect the human rights of the VIPs as if no one else exists. But really, who can blame the mere uneducated jawans, when they are not educated and trained on human rights. I dont think they even know what human rights is, so from that point of view, they are only doing what they have been trained to do. They have been trained to protect the so called big shots, and that they do it well.
•    For most part, the majority of the police force are decent folks. It’s the IRB and the VVIP security guards that are arrogant and power hungry. So other than that, I would say that police force are sensitive of the rights of the public.
•    Generally, most of them are very polite, humble and very helpful. Unlike the IRB, the ordinary policeman of the Nagaland Armed Police is a down to earth guy and respects the public sentiments.

Some of those who voted no had this to say:
•    Not at all. The police have no regard at all for the human rights of the Naga public. All they care is to protect the VIPs. But the tragedy is that the public themselves are not aware of human rights and therefore the police often get away with violations, which in another context would create an uproar. So often, you will find IRBs and Nagaland police slapping or physically assaulting members of the public, or even punishing them of the road side. The police have no business to do that, but alas an ignorant society allows them to get away with it. It is time for the Naga public to raise questions to the police.
•    For no reason these Nagaland policemen are bashing up public everyday. The frustration of their job and workload is something the bosses should look. See that your comrades are not itching to beat anybody for no real reasons.
•    Sensitive is not a word affiliated with our Naga forces. They r uncivilised, uneducated, good for nothing men in uniform, whose sole aim is to go around the town looking for trouble.
•    Are you kidding me. How will the Naga police be sensitive to the human rights of the public when the police themselves dont know what human rights mean. The Nagaland police is so badly equipped and have hardly any special courses that will teach them how to relate with the public. In any case when you judge the police based on their behavior, it seems like the police force was created only to protect the government servants, politicians and rich contractors. The police is hardly there to protect the public, so there is no question about respecting the human rights of the public.
•    I don’t think most of them even know what human rights are and how they are expected to perform. Also because of insurgency, I think like the army, they look at every public as a suspect. This is the problem. 
•    The police only know how to protect the VIPs and the big shots. They dont show any respect for the Naga pubic. The police, particularly the young educated ones and those in the IRB are pretty cocky and arrogant. They are brash and very rude. Power has gone through to their head. They need to be brought down to earth and humbled like the rest of the people. Its time that the Nagaland police was shown how to respect the public, if not the pubic should really teach them a lesson.
•    Just by wearing a uniform and holding an AK47, the Police, esp IRB jawans think so bossy of themselves. They dont consider anyone as humans. Recently an IRB jawan was publicly manhandling a passerby (Man) in the highway below PHQ Kma. Seems that victim passed some comments on the police..! The IRB jawan was slapping the person in front of all the people (stranded vehicles) thereby humiliating the victim to the worst. Even if the victim was wrong on his part or whatsoever the reason was, he should be taken into a place where proper investigation be taken in the presence of higher authorities...  and not take the law in his own hands.
•    They need to be educated first
•    The very word is a jargon for them.
•    No, because they are all under the political party that is in power. Rather than being an independent institution, they have been politicized. Most of the jawans are actually political appointees.
•    No. The sad thing is our people are ignorant about their own rights. This also includes the police many of whom are also ignorant about the human rights of the public and thereby violate them. There are also some who know and yet resort to conscious violation of human rights.
•    What a question. Have you ever seen a policeman respect the human rights of the Naga  public. I have never. If you have, than please tell me when and how. I think many of you will agree that most of us have not come across one helpful police officer or a police jawan who will speak politely and humbly to you. Rather most of us have experienced harsh, arrogant and cocky jawans who have nothing to do other than assert their power and threaten the poor public. All they get is some sadistic pleasure.
•    No, they are all cowards and selfish. 
•    Now a days most of the IRB jawans are educated and are quite fluent in English. But when it comes to respecting the public, they are zero. They take no pride in their work and all they do is try and get the pubic to submit to them. Their training just does not meet the modern police force standards. The top brass of the police must really take this seriously and they should sack those IRB jawans who have the tendency to impose themselves on the public. There are many in line just waiting to take their place. There should be zero-tolerance for IRB jawans that mistreats the public.
•    No, I don’t think they are, as the police comprises of NAP, IRB, NP, TP etc, are the state law enforcing personnel but particularly those assigned to VVIPs and VIPs for security duty, as a matter of fact, really need to undergo that kind of sensitization and refreshing training programmes from time to time which can enlighten them more as well as engender in them new energy so that they can go back to their duties with revitalized interest and behave more responsibly even in the heart of the moment and besides, they should also take their time out and take part in social activities otherwise it is quite sad to see our law enforcing wallas in uniform gambling, drinking, dozing and what not while on duty. These are some notorious signs which have clearly shown their insensitivity and callousness towards the public. Change for the better is perhaps the call of the day, if not “an idle man’s brain is the devil’s workshop.”
•    It is seen to believe that our Naga IRB personnels are the most reckless of all forces. It was glorified unnecessarily by the people about their bravery and courage. All in all, we as public have in some way or the other suffered humiliation in the hands of these police man.
•    What do these IRB  people expects from the Public? Respect??? No way.. The brutal outfit and uncivilized attitudes towards human feelings have left a bad taste in the mouth. The people loathe them and consider them a pain in the neck rather than a protective force.

Some of those who voted others had this to say:
•    The Nagaland police probably has no clue what human rights means. They probably look at human rights as a set of principles which curbs their power. I wish the was a more active human rights policy within the police mechanism in Nagaland. Considering that Nagaland is a hot spot area where there has been decades of insurgency, the police should be exposed and trained in human rights issue. In other countries, a violation by a police officer can be sued to court and compensation given to the victim. If the police dept were compelled to start giving compensation for human rights violations, I bet you the police officers will strictly impose an order to their jawans to respect the human rights of the public.
•    The system itself is faulty. The system itself does not respect the human rights of the public. How then can we expect a mere police jawan to respect the public. The police is only an instrument of the system. This is also the reason why the police jawans are never exposed or taught well on human rights or ordered to respect the public. Rather they are taught to put fear in the heart of the public.
•    Do they know the meaning of service in the first place if yes then we can proceed towards human rights..cos for a person who does not know the service mentality Human Rights is a JARGON
