ATRPFM conducts consultative meet on delimitation

Imphal, June 30 (MExN): The All Tribal Rights’ Protection Forum Manipur (ATRPFM) organized a Consultative Meeting at RNBA Centre Church, Tarung, Imphal West on June 30 with about 14 tribal organisations of different tribes of Manipur.

According to a press release from  the ATRPFM, resource persons B D Behring, Ex-MP/MLA, Mani Charenamei, Ex-MP, and  Ramthing Hungyo, Social Worker spoke on ‘Delimitation Issue’ and noted that carrying out delimitation exercise is constitutionally mandated under Article 82 of the Constitution of India.

They further lamented that four northeastern States, namely, Manipur, Assam, Nagaland and Arunachal Pradesh were left out from the most recent delimitation exercise due to various political and other reasons.

They stated that while the Union Home Ministry and the Delimitation Commission of India are in the process of carrying out the delimitation exercise for states that were left out, the exercise received obstruction only on communal lines.

The alleged ‘defect’ in the 2001 Census in some of the hill sub-divisions have been rectified, they said, and termed the claims of abnormalities and defects in the 2001 Census by  some valley based organisations and political parties abnormalcies as ‘baseless’.


The leaders of different tribal organisations who participated in the meeting resolved to pursue the delimitation issue in respect of Manipur legally as well as by submitting memorandums and representations to the concerned authorities - President of India, Prime Minister, Chairperson, Delimitation Commission of India, Chief Election Commissioner of India etc.


 It was further resolved that all the recognized tribes of Manipur will be the signatories to the joint memorandums and representations and the ATRPFM has been entrusted to pursue the matter.

If the Delimitation exercise is not carried out as mandated by the Constitution and the constitutional rights of the tribal people continue to be suppressed, the tribal people will jointly explore the means to overcome the same including agitations, the participants agreed.


The meeting was attended by ADC Member, leaders of AMTU, Mate Tribe Union, Kharam Union, Maring Tribe, Kom Union Manipur, Chiru Union, United Zou Organisations, MTU GHQ, KKSDDA, Liangmei Naga Council, PTC-GHQ, Zeliangrong Union (A,M,N), ZU (CCP). The Chairmen of Village Authorities, social workers, Ex-MP, Ex-MLAs, social activists etc also participated in the said meeting.
