Kohima, February 19 (MExN): Biometric Attendance System was formally launched at Nagaland Secretariat by the State Chief Secretary, Pankaj Kumar (IAS) during a meeting of Administrative Heads of Departments (AHoDs) and Heads of Departments (HoDs) at the Secretariat conference hall, Kohima on February 19.
During the meeting, the Chief Secretary informed that Aadhaar Enabled Biometric Attendance System (AEBAS) was introduced for the better working system and called upon all the officers and employees in the Secretariat to ‘Live by example,’ by following the system ‘scrupulously.’
“Sincere efforts of all the employees are required towards the improvement and betterment of the government system,” he added appealing to everyone to work efficiently and diligently.
Giving a detail presentation about the system, the Commissioner & Secretary of IT&C, K.D. Vizo pointed out that IT&C Department is only for system application but enforcing and regulating are all part of the Home Department’s responsibility.
Incidentally, in a The Morung Express Weekly Poll result published on February 8, an overwhelming numbers of respondents (82%) called for introducing the system citing among other things, to check absenteeism, proxy appointment, to respond positively to the need of the common people.
While calling for introducing the same in all departments, many respondents also expressed skepticism that it will be a waste of resources as the system can be manipulated if the government is not resolute and firm in its implementation.
In an earlier notification, the department warned its employees in the Nagaland Civil Secretariat that their salaries will be withheld if they do not submit Aadhaar Card/ Acknowledgement Card to the P&AR/ Home department by February 15 and Biometric Enrollment camp was held from February 15 to 17.
NLA Budget session from March 15 Meanwhile, the Chief Secretary informed the AHoDs and HoDs to prepare and give materials to the Home Department for the Governor’s speech in the forthcoming Budget Session scheduled from March 15 and Finance Minister’s speech to the Budget Branch or Finance Commissioner in time.
Regarding the Annual Administrative Reports, the Chief Secretary said that it should also include a new innovation and strategy in the proposals. In this regard, OSD Planning Kevileno batted for including Gender Responsive Budgeting and Economics Survey in line with the Government of India. He also informed the officers to prepare starred questions and other normal set of activities for the Budget Session well in advance.
P&AR asked to identify post for discontinuation of interviews
The meeting also discussed about the discontinuation of interviews for recruitment for Junior Level Posts (Group I, II, III and IV) as per stipulated by the Prime Minister of India through the Ministry of Personnel & Training.
Opinions and suggestions were made that category of posts requires interview in certain areas. The Chief Secretary gave direction to P&AR to identify such posts and submit the proposal to the Assembly.
The meeting also discussed about the forthcoming Nagaland Youth Summit 2016 to be held February 26-27 in Kohima and guidelines/procedures on New Pension Scheme, Financial austerity measures 2016-17 etc, according to a DIPR report received here.
