Demand for total bifurcation of Higher Secondary from Secondary Schools

Sir,

The undersigned, on behalf of All Nagaland School Teachers’ Association (ANSTA)  would like to place before you for favor of your kind consideration and prompt action for the common interest of our people in general and the Department of School Education in particular. That Sir, as you know very well, our present time is too complex and the people in general know well their rights and privileges for which anything is not accepted for granted. Similarly, both Secondary School cadres and Higher Secondary cadres are not satisfied with the present posts distribution in the restructuring process. While appreciating the concocted beauty of the department restructured features in general, the Association feels that there is the need to focus upon the internal feasibility so as to promote the healthy working environment for both cadre officers and the Teaching community in order that we truly deliver valuable services to the people without any grudge and discontentment. Education being the primary activity for the development of human resources we believe that the main focus of any government should be towards tuning up its suitable Educational system.

Therefore we look forward upon your wisdom to fulfill the following demands at the earliest.

1. Total bifurcation of Higher Secondary from Secondary Schools: This is the most urgent need of the department in order to function independently and in   healthy manner.

Justification:        

(a) Since entry point is different, the Higher Secondary Teachers always have advantage in matter of promotion and the present arrangement appears to be deceptive for Graduate Teachers if common seniority is maintained at the Jt. Director level.

(b) When the pace of promotion is measured, those GT of 26-27 years in service are made equivalent to 8 year’s service of PGT (PGTs 8 years length of service are now Vice Principal, which is equivalent to Headmaster). This is too disproportionate in matter of promotional avenues in spite of the fact that the two entry point is different.

(c) The management of the two different cadres under the same school has a practical problem. On close observation, in most of the Higher Secondary Schools, the Heads are found to be inclined more towards Higher Secondary side which is likely to effect the academic results of the two sections in the long run. 

(d) Academic session of the two sections such as High School and Higher Secondary School is different. One starts by January/February and the other starts by May/ June for which Examination schedules, School co-curricular activities cannot be conducted together at the proper time/season which has an adverse impact on smooth functioning of the school as a whole.

(e) Students of Higher Secondary opt different subjects and their classes and off periods are all different on account of which the school corridor becomes a busy walking street which is a great disturbance to High School students, who enter the classes at the same period, go for recess at the same time and end up their periods together. Therefore, total infrastructural separation is even required at the institutional level without which School environment is never peaceful and congenial for teaching learning process. 

(f) As far as the daily routine and nature of work are concerned, even though both GT and PGT are being employed under the same Institution, yet the work load of PGT is much lighter than that of GT as they take one or at the most two classes in a day as compared to daily 3/4 classes of GT which is gradually diminishing the professional zeal/enthusiasm of the secondary teachers.

2. Two Directors for Secondary and Elementary: Presently, there are 26 Government Higher Secondary Schools out of which only 18 GHSS are functioning but has a separate Director to look after classes 11 and 12. Whereas classes 1 and 10 comprising of Elementary and Secondary schools have only one Director. And therefore, it is pertinent to have 2 Directors, one for secondary to look after 226 GHS and the other for elementary to look after 750 GMS and 1800 GPS respectively.

Justification: Erstwhile PWD Department has now 5 Chief Engineers equivalent to Director and one Engineer- in- Chief equivalent to Secretary having strength of 8000 employees only. The School Education having nearly 25000 employees can have more Directors if the Government really cares for its Educational System and Human Resource Development. Moreover, with the coming of RTE & Introduction of CCE, Elementary Education has adopted a different system of education for which its management has to be different from the other two sections. Hence, a fully fledged Elementary Director is most essential  

In conclusion, we would like to say that the above mentioned DEMANDS in no way serve the special interest of any section of the employees but are for the common interest of all stake holders keeping in view the norm, practicability and smooth sailing of the entire School education machinery in the State. We therefore request you to fulfill the DEMANDS within the earliest possible time failing which, may compel the Association to resort to certain democratic form of protest to get our DEMANDS achieved as decided in the executive meeting on 19th Sept. 2012 at  HQ Kohima.
