Some of those who voted YES had this to say:
• Yes, because they have the knowledge and experience of how to govern. Without the bureaucrats the government CANNOT function. But without the CM, Ministers and MLAs, the government can function normally. This we can see during President’s Rule in our state. Who then is running the government? The power of the bureaucracy is to check and balance the powers of our elected representative. Theoretically, powers are to be shared between the legislators and the bureaucrats. But in practice, the bureaucrats hold the power and the ministers are nominal head.
• Yes. In Nagaland only bureaucratic government exists. They run the government. No party government. Others remain helpless.
• Yes, everything is in their hand, since, signing authorities of orders and funds distributions, so they are Controlling everything, offices, publics politicians and undergrounds etc. were in their hands because bureaucrats use public money and buy all of them.
• Politicians come and go but its the bureaucrats that have the final say. Politicians are elected and their performance is tested every five years through the elections, whereas for the bureaucrats they are not accountable to anyone. They just do what they feel. So yes, in this sense they have the real power.
• Yes... coz the politicians are stupid and unqualified. The intelligent ones always controls the stupid people.
• Yes because ours is still an underdeveloped state and in such a situation bureaucracy will always play a bigger role. people look up to them to deliver since the government is the sole institution to meet their needs..except the govt. there is no other big player thus the dominance of the bureaucracy will continue until we reaches to an advanced state where market forces plays a dominant role and the govt. a facilitator.
• Yes, They are not suppose to. They are abusing power in the form of displaying his or her inability to do this or that, playing delaying tactics while in reality they have become crorepatis, far above their known sources of income which prompts me to become a militant to teach the bureaucrats a lesson.
• Bureaucrats hold the realm of power in Nagaland. And so, the tussle between the politicians and the Bureaucrats is on. One can say, the public is the innocent victim here too.
Some of those who voted NO had this to say:
• The bureaucrats will like to arrogantly think that they are the ones who are the masters of power in Nagaland. To an extent it may ring some truth because our Naga politicians are not educated and not using their wisdom to rule and so they tend to give up their power to the bureaucrats. But in actuality, bureaucrats are the servants of the people and they should accordingly conduct themselves in this way.
• No, as there are many administrative breakdowns in government functionary and lack of political will to change the system.
• No. In Nagaland all Powers are in the hand of legislator. Although they are not permanent executive.
• No, TheY are Under the control of politician....
• They pat on the back of the politicians so a to enjoy power. They are afraid to stand up.
• While sitting in their office chair, Naga bureaucrats are the most defensive saying it is not within his power to do this or that; but it is their pride that we find nauseating. To be candid, the attitude of the Naga bureaucrats who are now mostly crorepatis give legitimacy to militant movement.
• In my opinion it is the legislators who hold maximum power.....so it is a no...to the question....
• Most bureaucrats have become puppets. Biggest puppets are best known by the departments they hold. Puppet bureaucrats are generally given departments such as Road and Bridges, Rural Development, Urban Development where there are more moollah …..
• If the Bureaucracy in Nagaland still holds the actual realms of power, this means there is no democracy in our state. So does this means that we have bureau-cracy? The people have elected their representatives, not their bureaucrats, so the actual power should lie with the people's elected members whether at the village level or constituency level. The bureaucrats have hijacked the power away from the people.
• No, politicians control them.
• No, look at political interference in all departments. Severely compromising quality. Even NPSC failed are regularized! School teachers no pay for 6 months, uneducated overnight political stooges and contractors have crores in bank. IAS and NCS any propriety? Any guts? Any power?
• Nay. Politics: 60%, Bureaucrats: 30%, Merit: 10%. Don’t believe? Just Wake Up.
Some of those who voted OTHERS had this to say:
• n any real democracy, the real power should lie with the people and the people alone. That is why there is elections every five years for people to elect their representatives. So, if bureaucrats are claiming that the real actual power lies with them in Nagaland, than they are directly saying that there is no democracy in Nagaland, because they bureaucrats have not been elected by the people.
• I think it was 50/50,by than till the executive power was with governor, but manipulation mostly beget from bureaucrats, by now power may holds either 40/60 or 60/40,,,,i apprehend.
• No wonder the bureaucracy holds fort for the daily state of affairs and so it wont be misconstrued to be branded the bureaucrats with their professionalism are the real power behind the scene through the corridors of power in Nagaland where the bureaucratic expert opinions greatly influence the decision-making process of their shrewd and dumb political masters to impact and shape all and sundry of Nagas for good or bad are not uncommon as they both are, however, malleable to do the things to the advantage of each other-after all they are being the top creamy layers of the socio-economic strata of Nagaland with having their fingers in every pie.
• Politicians holds more power but dont get bribes, they only steal public funds. Bureaucrats holds lesser power but gets more bribes.
