Altogether, 19 persons excluding Members of Nagaland Legislative Assembly (MLA) were appointed in the present People’s Democratic Alliance (PDA) Government of Nagaland in positions ranging from Cabinet/Ministers to Joint Secretary, the NLA was informed on August 3.
They were appointed in the ranks of Cabinet/State Ministers, Advisor, Commissioners and Secretary, Secretary and Joint Secretary, stated Nagaland Chief Minister and Minister in-charge of the Department of Personnel & Administrative Reforms (DP&AR), Neiphiu Rio in a written reply to queries posed by MLA Kuzholuzo Nienu.
Nienu, the Naga People’s Front (NPF) legislator from Phek, had sought information on their appointment as well as the allowances and amenities provided to the appointees at the ongoing eight session of the 13th Nagaland Legislative Assembly (NLA).
As per the Chief Minister’s reply, the pay and allowances of the appointees varies from the status of Cabinet Ministers to Pay Level-17.
“All their allowances including TA/DA (Travelling Allowance/ Dearness Allowance) are as per the entitlement of to Class-I officers in the State,” he informed.
In addition, a total of 5 government vehicles were allotted to four of them from the Transport Special Pool, the Chief Minister added. It included Innova, Scorpio and Bolero.
Projects worth Rs 4693 lakh sanctioned for creation of capital assets
Meanwhile the Assembly was informed that projects worth Rs 4693 lakh was sanctioned under Proviso to Article 275 (1) of the Constitution during 2019-20 to the State Government on creation of capital assets (non-recurring).
Minister of Tribal Affairs Nagaland, Temjen Imna Along, in a written reply to another query posed by Neinu informed the House that the projects included those sanctioned to the Planning and Co-ordination Department as well as the Tribal Affairs Department.
According to the data given by the Minister, under the scheme, a total of Rs 2755 lakh was approved and released for various projects under the Planning and Co-ordination Department during 2019-20. Most projects were for construction of hostels at various locations.
In addition, for the Tribal Affairs Department, a sum of Rs 1938.40 lakh was released for 7 projects.
As per the Union Ministry of Tribal Affairs, grants-in-aid under Proviso to Article 275(1) of Constitution of India are 100% annual grant from Government of India to States. “It is charged to Consolidated Fund of India (except grants for NE States, a voted item) and is an additive to State initiatives and efforts for Tribal Development.”
