“We all need governance of our public services to be of a high standard and speedy delivery,” said Bukchem Phom, Chief Information Commissioner, Nagaland during the celebration of “A decade of RTI in Nagaland” here at Capital Convention Centre on Saturday.
He said good governance encourages public trust and participation that enable services to improve; bad governance fosters the low morale and adversarial relationships that lead to poor performance. “It is not just about making correct decisions, but about best possible processes for making and implementing those decisions effectively and timely,” he asserted.
He further said decision-makers in government, the private sector, and civil society organizations are accountable to those who will be affected by their decisions or actions.
“Accountability cannot be enforced without transparency and the rule of law. Therefore, the dynamic of success of RTI in promoting good governance will largely depend on fixing a system of effective and better governance and keeping constant matrix of one’s behavioral change rather than simply following the stereotype of furnishing information to the seeker as a routine proves. The concept of good and bad spirit emanates from one’s state of mind,” he added.
