Last the year, the Govt of Nagaland warned of action those employees involved in leakage of official documents. No doubt some documents are leaked by public who also rightfully have the copies. But most of the documents are leaked by govt office insiders. The recent issue was about the Dy CM writing to the centre to replace the incumbent DGP. There was widespread discussion on social media over the issue. The latest leakage is the Finance Department releasing Rs 48 Cr payment of salaries to SSA teachers.
While the letter written by Secretary, Finance Department to the Director of School Education was dated 20th April 2018, copy of the letter was already in the possession of a certain newspaper by 22nd April 2018 – just a single day after the letter was written. Accordingly, it was published on April 23 issue of the daily.
Minutely studying the letter as reported in the newspaper, it appears to have been an inter-departmental feud using the print media as a weapon. Else, if it were other sort of official documents, it would have been all over the social media with uncountable circulations. The origin of leakage would have been from either side of the two departments. However, since the letter states difficultly in releasing further payments and asking the School Education recover the paid advance, it is most unlikely such leakage can be from SE Department but super-most likely from Finance.
Leakage of any govt official documents and publication in print media opens the eyes of the public. On the other side, we must be aware that government employees involved in such unethical acts do so for personal benefits and sometimes vendetta and frustration. Let there be peace and progress in Nagaland!
