LS Polls: Dist admins in Nagaland issues various directives

Dimapur, March 25 (MExN): As the preparation for the forthcoming Lok Sabha election to the lone Nagaland Parliamentary Constituency on April 19 gathers momentum, several directives have been issued by concerned authorities this week.

DC Longleng issues directives 
The Deputy Commissioner & District Election Officer (DC&DEO) Longleng, Dharam Raj has prohibited carrying of any kind of arms or ammunition by any person within Longleng District. 

All licensed arms unless exempted under law shall be deposited at the nearest police station, informed a notification. 

As per the State DIPR, the DC&DEO also enforced the Model Code of Conduct (MCC) within Longleng District with immediate effect with advisory prohibiting public address system or loud speakers or any sound amplifiers for public meeting for electioneering purpose during the entire election period at night between 10 PM to 6 AM.

All political activities including rallies, public meetings and processions must adhere to the guidelines outlined in the MCC and held only after obtaining due permission from the competent authority and intimation to the concerned police station, the advisory said. 

Further, permission shall be obtained for use of loud speakers and vehicles during the campaign, it added. 

The DC&DEO advisory also strictly prohibited the use of government machinery, resources and facilities for campaigning or any other political purpose by any political party or candidate. This includes vehicles, premises, personnel and any other government assets.

All banner, poster, hoarding etc., carrying political symbols, photos of political leaders and any wall writing, defacement in any other forms, flags etc. on government properties shall be removed within 72 hours, it said. 

Further, all unauthorised political advertisements in form of wall writing, poster, papers or defacement in any other form at public property and in public space like bus stands, roadway, buses, electric/telephone poles, municipal/local bodies building etc were directed to be removed within 48 hours. For private properties, it is within 72 hours.

Any incidents of violence, intimidation, or coercion must be dealt with promptly and impartially by the law enforcement agencies, it said.  

As per the DIPR, the order is applicable to all the persons within Longleng District except the police personnel and the security forces and the officials/personnel involved in law and order duty. 

In view of the emergent nature, the order is being issued ex-parte and is addressed to the public in general, it added.

In another release, the DC informed armed license holders in the District are hereby directed to verify their licenses and deposit their arms to the nearest police station with immediate effect and must be completed by 5PM of March 30.

Any license holder who fails to report will be liable for prosecution under Section 188 of the IPC along with cancellation of Arms License, he said. 

The verification of Licences and deposition of Arms/Weapons should be completed by 5:00 PM on 30 March 2024.

DC Kiphire holds meeting
Chairing a meeting on March 22, DC Kiphire called upon all the heads of departments to ensure their staffs to remain in the station, and attend upcoming training for polling personnel.

He also informed HODs to submit the attached vehicle as it has been directed by Chief Electrol Officer Nagaland.

The Superintendent of Police Kiphire also reminded the staff enlisted for Flying squad team and static surveillance team to remain alert and report to administration to administration incase of any emergencies.

Apart from election matters, DC also gave directives to the stalk holder departments that signings of MOU with the villages regarding any developmental programme should be made with the knowledge of district administration in order to avoid discrepancies in future.

DC Dimapur inform on training 
The DC Dimapur has informed all the officials detailed for poll day duty under Dimapur, Niuland and Chümoukedima districts that the first phase of training will be conducted on March 27-28 at Dimapur Government College. For Presiding Officers & 1st Polling Officials, the training will be held from 10AM on March 27 while for 2nd and 3rd Polling Officials, it is on March 28.

Call Centre in Chümoukedima
A dedicated Call Centre/Complaint Monitoring Cell has been set up at the DC Office, Chümoukedima. All complaints/queries related to the conduct of Elections can be made to the following numbers: 1800-345-3707 (Toll Free) and  03862-291230

DC & DEO Wokha notifies
The DC & DEO Wokha has notified that  Medical Board for examining polling personnel for exemption from election duty has been  constituted with EAC, Wokha Luchui Fithu as Chairman, and Dr Chumdemo Kikon, Dr Wobemo, Dr Krunichuno Rino and Dr Pyantsuthung as members.

The medical board for exemption will be held on March 28, 10 AM onwards at Dr Motsuo Memorial District Hospital, Wokha.

There will be only one sitting for medical board and applicants are directed to appear in person before the board for exemption on the mentioned date and no exemption would be entertained thereafter, it added. Meanwhile, training for Polling Personnel’s and Grade IV staff for the forthcoming election will commence from March 26 in Wokha.
