The Manipur Naga Youth Organisation (MNYO) has voiced serious concerns regarding the recent actions of the Hill Areas Committee (HAC), particularly in relation to Resolution No. 59/2024, passed on October 14 under the leadership of Chairman Dinganglung Gangmei. The MNYO strongly opposes what it deems an unconstitutional order that undermines democratic norms.
The controversial resolution was enacted following the cancellation of the caretaker chairmanships of the Autonomous District Councils (ADCs) under Order No. TA501/1/2022 e-TA&H, issued by the Government of Manipur. The HAC's resolution proposes the establishment of temporary committees for each ADC, consisting of 20 members. This includes 18 individuals selected from former ADC members, local governance experts, and prominent intellectuals, along with two nominees from the Government of Manipur. These committees are expected to operate until the next ADC elections.
The MNYO expressed its belief that invoking Article 371C of the Indian Constitution to justify such actions is problematic, stating that it undermines the principles of democracy. They argued that the formation of temporary committees without adequate consultation or representation compromises grassroots governance. "We fear that this decision, influenced by vested interests, could set a harmful precedent for the governance of hill areas in Manipur," the organization noted, reiterating its opposition to the HAC's undemocratic approach.
Additionally, the MNYO considers this resolution a direct affront to grassroots democracy in Manipur, warning that if left unaddressed, it could erode the nation's democratic framework. In light of these concerns, the organization has respectfully urged the Governor of Manipur, as the custodian of Article 371C, along with state authorities, to take immediate steps to reverse these unconstitutional measures.
"We call for swift intervention to ensure the preservation of grassroots democracy and to prevent further actions that may harm the rights of the people of Manipur. We have full faith in your leadership and your commitment to upholding the Constitution and protecting the democratic rights of all citizens of India," the MNYO stated in their appeal.
