Nagaland Economic Survey 2015-16

Parliamentary Secretary for Municipal Affairs and Economics & Statistics R. Tohanba today presented Nagaland Economic Survey 2015-16 on the floor of the House.  

Tohanba was hopeful that the Economic Survey 2015-16 will be useful to the policy makers and administrators in formulating policies and programmes for development of the state.

  According to summary of the Economic Survey, as per the Advance Estimates 2015-16 at constant prices, the GSDP is projected to achieve a growth of 8.68 per cent as against 7.26 per cent achieved in 2014-15 (Quick Estimates). Sector wise, the primary sector is estimated to have registered an annual growth of 7.74 per cent, secondary sector 16.04 per cent and tertiary sector 6.82 per cent during 2015-16 (Adv. E).  

In absolute terms, the GSDP at constant prices is estimated to have increased from Rs. 1464791 lakhs in 2014-15 (QE) to Rs. 1591989 lakhs in 2015-16 (Adv. E). During the same period, the GSDP at current prices is estimated to have increased from Rs. 1772718 lakhs in 2014-15 (QE) to Rs. 2052415 lakhs in 2015-16 (Adv.E).  

The Per Capita Net State Domestic Product at current prices registered a growth of 15.83 per cent in 2015-16 (Adv.E) as against 10.71 per cent in 2014-15 (QE). Correspondingly, the absolute figures of PCI NSDP at current prices increased from Rs. 76679 in 2014-15 (QE) to Rs. 88818 in 2015-16 (Adv.E).  

Budget 2015-16 estimated total expenditure on Consolidated Fund at Rs. 1258219.94 lakhs, which was 11.93 per cent higher than 2014-15 (RE) estimates of Rs. 1124140.06 lakhs. The anticipated growth in total expenditure in 2015-16 (BE) was mainly on account of the expected growth in Capital Expenditure by 7.83 per cent and Revenue Expenditure by 13.89 per cent over 2014-15 (RE).  

The total estimated expenditure on Consolidated Fund during 2015-16 (BE) was 61.36 per cent of GSDP at current prices for the year 2015-16 (Adv E).  

Salaries and wages which account for the largest share within Revenue Expenditure increased from Rs. 335570.83 lakhs in 2014-15 (RE) to Rs. 385807.25 lakhs in 2015- 16 (BE). Salaries & wages accounted for 44.54 per cent of the Revenue Expenditure of 2015-16 (BE) and 30.66 per cent of the total expenditure on Consolidated Fund 2015-16 (BE).  

It also stated that out of the total Capital Expenditure of Rs. 363583.75 lakhs in 2014-15 (RE) and Rs. 392057.85 lakhs in 2015-16 (BE), Capital Outlay on development which leads to creation of new physical asset accounts for 36.59 per cent of total Capital Expenditure in 2014-15 (RE) and 35.53 per cent in 2015-16 (BE). Expenses on Public Debt accounts for 63.28 per cent of total Capital Expenditure in 2014-15 (RE) and 64.46 per cent in 2015-16 (BE).  

Fiscal Deficit which is primarily monitored as a proportion of the GSDP is estimated to have increased from 4.77 per cent in 2014-15 (RE) to 5.66 per cent in 2015-16 (BE). Given this, the state has breached the fiscal deficit target of 3 per cent of GSDP set under NFR&BM (Amendment) Act 2011.  

It also stated that the total outstanding liabilities of the state which stood at Rs. 8285.77 crore in 2014-15 (RE) is estimated to have fallen to Rs. 8138.67 crore in 2015-16 (BE). Given the decline, the state is expected to bring down its total liabilities from 46.74 per cent of GSDP at current prices in 2014-15 (QE) to 39.65 per cent of GSDP 2015-16 (AE), as against the Medium Term Fiscal Policy Statement target of 46.23 per cent of GSDP by 2014-15 and 35.07 per cent in 2015-16.    

Vety & AH deptt on gender budgeting  

Animal husbandry provides excellent scope for women to take up self employment schemes for uplifting their socio-economic and nutritional status, according to the annual administrative report 2015-16 of the Department of Veterinary & Animal Husbandry tabled on the floor of the House today.   The report tabled by Parliamentary Secretary for V&AH S. Chuba Longkumer said that the Rural Backyard Poultry Scheme is one of them, where about 20% of the beneficiaries are women. Under this scheme, the report stated, poultry birds, particularly 45 Low Input Technology (LIT) birds of approximately 45 days of age are given to the beneficiaries, including poultry feeder and incentive for housing.  

Similarly, under National Mission on Protein Supplement (NMPS), women are assisted in taking up pig breeding and production activities, where pig shed, parent stock, feeds, veterinary aid etc are provided to the beneficiaries as grant by the department through financial assistance provided by Government of India.    

Policies, prog of Justice & law department for 2016-17  

Department of Justice & Law in its annul administrative report 2016-17 has said it will speed up the construction of New High Court Complex in Kohima (main building) and complete it by 2016-17 at an estimate cost of Rs. 39 crore.  

The report was tabled in the assembly session today by Parliamentary Secretary for Justice & Law and SIRD Er. Picto.  

The construction of Standard District Court complexes at an estimate cost of Rs. 2092 lakhs at Zunheboto, Wokha, Peren will be completed by the next financial year, it said. The department will also start construction of new Modeler Standard District Court complexes in Mokokchung, Tuensang, and Mon at an estimate cost of Rs. 22 crore. It has also decided to construct State Legal Service Authority office complex in Kohima.    

11 KGBV hostels in Nagaland  

Altogether, 11 Kasturba Gandhi Balika Vidyalaya (KGBV) hostels are running in the four districts of Kiphire, Longleng, Mon, and Tuensang. The KGBV hostels have been established in 11 educationally backward blocks to enhance the female literacy rate, according to the annual administrative report 2015-16 of the School Education Department tabled on the floor of the House by School Education & SCERT minister Yitachu.  

The report stated that altogether, 1100 girls, mostly from the BPL families are enrolled in the hostels. Each hostel has enrolled 100 girls. Preference is given to girls belonging to BPL families who are residing in distance places and to the orphans and single parent girl child.  

In case of too many applicants, the implementing NGOs work out quota system, the report stated adding that each KGBV covers approximately 10-15 villages.  

The report stated that vocational skills, both traditional and non-traditional, are taught to the girls. The traditional skills include weaving, pottery, and bead work and the non-traditional skills are knitting, flower making, cutting and tailoring. SHG, church and women society in the villages take the initiative to impart to the girls vocational skills, entrepreneurship, seminar, orientation etc.    

Rs. 2400.00 lakh earmarked for grant-in-aid to VDBs during 2015-16  

Grant-in-aid to VDBs is one of the major State sponsored programmes being implemented by the Department of Rural Development. There are 1238 VDBs in the state with 2,29,684 tax-paying households. This was stated in the annual administrative report 2015-16 of the Department of Rural Development presented by Minister for RD & REPA CL John on the floor of the House.  

Fund under this programme is allocated on the basis of number of tax-paying households @ Rs. 1000 per household for implementation of developmental activities. This is the only programme which ensures the participation of women in the activities of VDBs by earmarking 25% of the fund allocated to the villages. Another 20% of the fund is also earmarked for youth programme in all the villages.  

The report stated that this scheme ensures the active participation of all sections of the rural people in taking up activities that is suitable to their needs. In addition, a mandatory scheme called VDB Welfare Fund is in place. Under this sector, funds are deposited @ Rs. 10,000 for villages having 50 households and below and Rs. 200 per household for villages having 51 households and above from the general allocation to mobilize resources for the VDBs to supplement their activity.  

The deposits are made annually for a period of 6 years and at maturity the interest accrued will be utilized for the scheme and the seed money is re-invested, creating a continuous cycle of resource to supplement the grants provided by the state.  

Under this scheme, income generating programmes is being emphasized to be implemented to improve the economy of the rural areas, the report stated.  

During the year 2015-16, due to State’s financial constraints only an amount of Rs. 2400.00 lakh has been earmarked under this programme as against the actual requirement of Rs. 2918.00 lakhs.  

The report stated that, now, with the earmarked amount of Rs. 2400.00 lakhs it will be impossible to make allocation of fund to the VDBs @ Rs. 1000 per household as had been done earlier. Release of fund is awaited.    

72, 415 applicants in live register of employment exchange  

72,415 applicants remain on the live register of employment exchanges as on December 31, 2015. This was stated in the annual administrative report 2015-16 of the department of employment, skill development & entrepreneurship tabled in the assembly session here today by Parliamentary Secretary for Labour, Employment, Skill Development & Entrepreneurship and Border Affairs Mmhonlumo Kikon. Out of the 72,415 applicants, number of male stand at 49, 479 and female at 22, 936. Meanwhile, Post Graduates constitute 3,918 of the total applicants, graduates - 20,154, pre-university - 13,530, matriculate - 12,067, below matric - 21,117, degree (technical) - 974, and diploma - 655, the report added.    

CM’s residential complex to be completed in 2016-17  

The construction of Chief Minister’s residential complex in Kohima is expected to be completed during 2016-17. According to annual administrative report 2015-16 of the PWD (Housing) tabled by Parliamentary Secretary for Housing Er. Levi Rengma on the Floor of the House, the complex consists of four main components- main residence, office, State Banquet Hall, and guest house. Besides, there are 44 units of staff quarters and seven services and supporting facilities. Total plinth area of all the units combined together is 1,05, 551.00 sq.ft. The report stated that total cost of the project is Rs. 49.07 crores. Up to date, expenditure is 47.91 crores and overall physical progress of the work is 85%.
