Nagaland Chief Secretary J Alam today informed that engineering service rules are under nearing finalization. “Let us hope that it come out quickly and come out to the satisfaction of all of us so that we can continue to fulfill the mandate of public service,” he said while addressing the Biennial General Conference 2021 of Federation of Nagaland State Engineering Service Associations (FONSESA) here at Hotel Japfü.
Alam asserted that service rules should not be seen only from the perspective of our career development but “we have to see the functional aspect.”
In what better way the public purpose be served should always be on the top of our minds, he said.
Engineers are actually the brightest minds, which are available in the society, he said adding “You are there to take us forward on the path of progress and development.”
He also said that engineers provide technical solution to many problems faced by the people and the state. “You help us in improving quality of life,” the CS said.
Later, Alam released the vision document of Water Resources Department Engineers’ Association Nagaland (WRDEAN) and Association of Engineers’ Department of Geology & Mining.
FONSESA supports INDEF for engineering commission
FONSESA President Er Moa Aier, said that since its inception in 1985, FONSESA has progressed a lot, and has come a long way.
FONSESA extended support to Indian Engineers Federation (INDEF) for taking up with the Govt of India on setting up of an Engineering Commission.
Touching World Engineering Day, he said “The “Engineering Day” is fundamentally different from “Engineer's Day”. When it is “Engineer's Day”, it is mainly about the person - the “engineer”, which is necessary but not sufficient; “Engineering Day” is about the profession, about technological advancement, about quality, about innovation and about how the profession can benefit the citizens they serve - is more important.”
Stating that FONSESA from its inception, had always championed the cause of engineering and engineers, Er Aier said, “We are perhaps the only Association in the state, who had in the past, time and again represented to the Government, that if any member has violated the Financial and Cognate Power Rules, action be taken against the erring person (s) concerned, but not against the profession.”
He said that FONSESA had consistently taken up the matter of heading and manning the Technical secretariats by engineers.
As a result of FONSESA's persistent demands and even agitations during the late 1980s and 90s, the State Cabinet had taken the decision to “head the technical secretariats by technical persons as per exigency. “However, the matter has not gone further than that. This too needs to be pursued by the Association,” he said.
Proposed Amendment of Nagaland Engineering Service Rule 2012
Er Aier said that the proposed Amendment of the Nagaland Engineering Service Rule 2012 (NESR 2012) too had been another area in which the Association had taken much time to deliberate and discuss.
He thanked Principal Secretary (W&H), Engineer-in-Chief NPWD, Power and the Chief Engineers of PHED and all concerned HODS for their unstinted support.
As a result of their support, the proposed Amendment is now in the final stages with the Government, he said.
“We hope that this process shall be compiled very soon, as it has a direct impact upon the careers of our members, as well as for creating a more professional work environment for the engineers,” he said adding that it will benefit the state government too, in terms of better output by the engineering departments.
Resolution of FONSESSA’s Biennial conference 2021
Considering that Engineering departments play a crucial role in all development aspects, the members and constituent associations of FONSESA resolved to once again rededicate ourselves for the development and progress of the state; To continue pursuing the Amendment of Nagaland Engineering Service Rules (NESR) 2012 which is at the final stage with the State Government for a speedy conclusion; To observe “World Engineering Day (WED)'on the 4” of March every year; All constituent Associations of FONSESA to complete their Vision Documents at the earliest and preferably release during the next World Engineering Day (WED) on the 4” of March 2022.Degrees and titles are conferred by the Universities. Towards this, FONSESA resolved to submit a representation to the Chief Secretary and the Administrative Heads concerned for usage of ‘Er' title only by the Engineering Degree holders from entry level onwards; to revive the demand for manning of Engineering department Secretariats by Engineers; To continue and strengthen the bond of Engineering fraternity and promote its unity and interests.
