State Council of Educational Research & Training (SCERT) director Vipralhou Kesiezie today said the formal inauguration of the State Institute of Educational Management & Training (SIEMAT), Nagaland here today, hope to bring about a transformation and improvement in educational planning and managerial skills at all levels thereby effecting quality of education improvement particularly government schools in Nagaland. He said this during the formal inauguration of SIEMAT building here by minister for school education & SCERT Yitachu.
Kesiezie said that amongst many objectives one of the immediate concern is to bring about improvement in the management and administration of government schools and institutions as there has been huge wastage of our resources due to lack of managerial skills and administrative capacity.
With the official inauguration of SIEMAT Nagaland, it will launch the first orientation programme for the headmasters by March this year. It also planned to organize six programmes during 2016-17.
The director said that SIEMAT has been envisaged as one of the organizational arrangements as a part of SCERT in order to provide professional educational planning and management to all institutional heads and planners at the state, district and sub divisional levels.
He said that with the growth of professionalism in educational planning and administration there is a need for continuous upgradation of educational personnel and stakeholders in the managerial skills so as to upgrade the methods and strategies of educational planning and administration in the state.
Having realized the urgent need to establish an institution a conceptual designed was prepared by the SCERT Nagaland in collaboration with the National University of Educational Planning and Administration (NUEPA) New Delhi in 2010. The proposal to establish as SIEMAT Nagaland prepared by the SCERT Nagaland was officially endorsed by the then minister for school education & SCERT Nagaland. The executive committee of the State Mission SSA Nagaland approved to fund the construction of the SIEMAT building to be attached to SCERT Nagaland as the MHRD has a provision of Rs. 300 lakhs for establishment of SIEMAT under its national flagship scheme SSA. Accordingly, the MHRD, Government of India approved an amount of Rs. 230 lakhs for the SIEMAT building.
SCERT director expressed gratitude to MHRD, GoI and SSA Nagaland for making SIEMAT possible in Nagaland.

• To plan, organize and sponsor programmes for training of educational planners and managers
• To strengthen the managerial skills of educational administrators
• To monitor an supervise the educational institutions relating to educational planning and management
• To emerge as the state level resource centre for disseminating good practices
• To collaborate with national institutions to strengthen capacity building at the state level
• To facilitate and encourage in undertaking research studies particularly action research
