Nagaland Chief Minister Dr Neiphiu Rio inaugurated Nagaland Police Officer's Mess at New Reserve Phesama, Kohima on December 12.
He described such asset as a significant milestone in the progress and development of Police Department in the state.
Dr Rio said that the old Officers' Mess (Hill Type), constructed in 1981, had served generations of officers faithfully for 42 long years.
“However, with the passage of time, the structure gradually deteriorated, making the need for improved and modern accommodation increasingly urgent. Recognising this, the Government took a timely and visionary decision to dismantle the old structure and construct a new three-storied RCC Officers' Mess building at New Reserve, Phesama,” he said adding that this initiative aimed at providing “our officers with the dignity, comfort, and facilities they truly deserve.”
With the initiative of the Government of Nagaland, funds for this project were sanctioned by the Government of India under Part-I of the Special Assistance to States for Capital Investment (SASCI) 2023-24.
He thanked the central government for extending special support and sanctioning of fund under SASCI.
Rio also thanked Deputy Chief Minister Y Patton for his initiative in taking the responsibility to construct the Police officers’ mess.
He requested all the officers to make meaningful use of the same for greater efficiency, camaraderie and well being.
“Beyond serving as an Officer’s Mess, this building also holds the potential to host various programmes and official engagement wherever required,” he said.
“Let this new facility be a reminder of the trust placed upon you and an inspiration to strive for excellence in every duty you undertake,” he said.
Later, Dr Rio launched Nagaland Police Mess Reservation App to enable better management of the mess bookings. He also handed over Pension Payment Orders (PPOs) to retired police personnel and Group Term Life Insurance to nominees of deceased police personnel under Police Salary Package.
Nagaland DGP Rupin Sharma said that the newly constructed officer mess will help build teamwork and camaraderie among the officers. He said that Nagaland Police have installed pre-paid meters for all suites.

Earlier, the programme was chaired by Teisovise Metha, Deputy Inspector General of Police (Plg & Mod) while vote of thanks was proposed by Renchamo P Kikon, Additional Director General of Police (Admn).
Technical report
Sharing technical report, Er K Imnajungba Jamir, Chief Engineer, Police Engineering Project said that the 'Upgradation of the Officers' Mess aim to provide a functional, comfortable and secure facility for officers including dining, recreation and accommodation.
This project follows established engineering standards, safety norms with provisions such as fire fighting equipments and quality guidelines, he said adding that the project consists of a three-storied RCC Officers' Mess building, designed to provide improved accommodation and modern facilities to the officers.
The building has a plinth area of 5,767 square feet, with a total floor area of 17,375 square feet.
The total project cost stands at Rs7,02,87,000.00 funded under SASCI.
The work was awarded to M/s. Guolhoulie Rio & Sons. The Officers' Mess building comprises of 34 rooms and 26 toilets.
This upgraded facility is envisioned to greatly enhance the living standards, comfort, and functionality of the Officers' Mess, Er Jamir said adding “It reflects our continued commitment to improving police infrastructure and ensuring better working and residential conditions for our personnel.”
