Minister for Urban Development and Higher & Technical Education Dr. Shurhozelie Liezietsu today moved before the Assembly Session for introduction of North East Christian University Bill, 2012. After moving the bill for introduction, NLA Speaker Kiyanilie Peseyie told the House that consideration and passing of the bill shall be taken up on September 22.
In the statement of object and reasons, the Minister said that Nagaland Baptist Church Council (NBCC) with 6000 plus Baptist churches in collaboration with Council of Baptist Churches in North East India, in the state of Assam, Arunachal Pradesh, Manipur, Meghalaya and Nagaland, proposes to set up the North East Christian University.
The main objective of the University is to provide high quality professional, technical and technological in-campus, classroom, formal and regular course and programmes of study to the students hailing from sponsoring bodies/states in such subjects, areas and field of study which are generally not offered by other institutions in northeast India.
The proposed University will have disciplines of Theology, Arts, Science, Commerce, Medicine, Agriculture, Engineering and other relevant and required disciplines for human resource development leading to award of certificates, diplomas, degrees of bachelor, master, doctoral and post doctoral levels and other academy distinctions.
The University may impart instructions in regard to a course or programme of study through one or more modes, which may include distance, continuing and regular modes of teaching and learning. The University shall specially strive to have professional, academic and other possible link ups and ties with various centres of excellence in and outside the country for promoting the standards of education provided, for improving the methodologies of teaching and for upgrading the potentials of teaching and non-teaching staff of the University.
Dr. Liezietsu said that at present the State is spending a lot of money for students who study outside the state for professional and technical courses. “Once the proposed North East Christian University, Dimapur, is set up many Naga students need not to go outside the state for further studies,” the Minister said, adding that on the other hand students from outside may be attracted to come to study in proposed university because of its excellent reputation.
“The enactment of this Bill will, therefore, be beneficial not only to the students but also to the people of Nagaland and North East India as a whole,” said Dr. Liezietsu.
The Minister also stated that the North East Christian University Bill 2012 delegates powers to the Governing Council to regulate and determine matters concerning University.
On memorandum of financial implication, Dr. Liezietsu said the establishment of the North East Christian University will not cost any financial obligation in any manner on the Government of Nagaland or its agencies, adding that all this Act and the regulation shall be exclusively borne by the University.
