NSLSA & NBA conduct legal awareness campaign

Peren, January 29 (MExN): The Nagaland State Legal Service Authority (NSLSA) in collaboration with the Nagaland Bar Association (NBA) conducted its yearlong legal awareness campaign 2019 at DC Conference Hall Peren on the topic “Role of GBs and DBs and Nagaland Village and Tribal Councils Act, 1978” on January 29 with Talitsungba, President of NBA as the speaker.


Talitsungba stressed on the institutions of Dobashis and Gaonboras as the pioneering institutions under the organized government since the advent of the British Raj and the formation of the erstwhile Naga Hills District. He emphasized on the statutory judicial powers of GBs as conferred by the Rules of Administration of Justice and Police in Naga Hills District,1937, now amended as the rules for administration of justice and Police in Nagaland, 1937 by Amendment Act,1974(7of 1974) so as similar powers are conferred to the Dobashis by its 2nd Amendment Act 1982.


Talitsungba also said it was appropriate to say that the village institution is the foundation of the organized government, however the elders and GBs of the village are not given deserving honor and respect by society despite being time tested institutions. He also pointed the powers vested on the village council and the formulation of village development schemes and supervision of the execution as based under Section 12 of the Nagaland village and Tribal councils Act, 1978. It is the duty of village council headed by its chairman to ensure just and fair utilization of the fund, he added.


DC of Peren, S Tainiu also highlighted that governance starts from the village council, be it GB or Dobhasi. The programme was chaired by Asungbe N Hau and Wangshi Jamir, while by Imti Imsong, President of Dimapur Bar Association gave the introductory speech.
