The Naga Students' Federation (NSF) and Eastern Naga Students` Federation (ENSF) today said that they would wait three days on the assurance received from the Nagaland University (NU) vice chancellor to re-advertise all the group ‘C’ and ‘D’ posts.
Addressing the press conference here today NSF president Mutsikhoyo Yhobu said that the assurance came to light when the NSF and ENSF leaders met the NU authorities in Lumami. He said the two organizations will wait till Thursday. “We will wait for three days and if our demand is not meet, further course of action will be taken,” said ENSF president Hawang Wangsha.
On the other hand, the two organizations expressed dismay that the NU Registrar has failed to meet them. The deputy registrar (establishment) Dr. Abemo addressed a letter to the president of NSF and ENSF regarding the “implementation of the revision of quantum of reservation for scheduled castes, scheduled tribes and other backward classes in case of direct recruitment of Group C and D posts normally attracting candidates from a locally or a region- regarding.” It informed that in reference to the NSF and ENSF’s letter dated 26 November 2009, the executive council of Nagaland University in its 23rd meeting held on February 13 2010 had ratified the action taken by the vice chancellor on the matter i.e. implementing the OM of Ministry of Personnel, pubic grievances and pensions, Department of Personnel and Training, No.36017/1/2004-Estt (Res) dated 05.07.2005, reserving 45% of posts in group C and D for STs of Nagaland.
“Therefore, as per the decision of the executive council, the Nagaland University will be readvertising all the group C and D posts at the earliest,” said Dr. Abemo in the letter.
Earlier, the NSF and ENSF in a joint memorandum addressed to the Visitor of Nagaland University in November last said that unlike the other states in India, Nagaland constitutes 100% population as Schedule Tribe (ST). So the subject of reservation for OBC and SC does not arise in the state.
“As such, we demand that the Reservation Quota in Nagaland University be in accordance with the Office Memorandum from the Ministry of Personal, Public Grievances and Pensions Department of Personnel and Training Dated 5th July, 2005 wherein it is clearly stated that Nagaland state has the opportunity to avail 45% reservation in Group “C” and “D” category of posts in any office,” the memorandum said.
Reiterating the earlier advertisement published in the local media on the 10th August, 2009 with regard to applications invited under the mentioned non-teaching post under Nagaland University, the two organizations insisted “upon your esteemed self to annul the said advertisement immediately as it is not in accordance with the mentioned office memorandum and a fresh advertisement be published in accordance with the Reservation Quota for Schedule Tribe (ST) in all the vacant post of the non-teaching staff at Nagaland University.”
