Kohima, September 23 (DIPR): A regional workshop was held on PMAY Credit Linked Subsidy Scheme Class (CLSS) at Hotel Japfu, Kohima on September 23 by National Housing Bank, which is the Central Nodal Agency for implementation of the scheme.
Delivering a special address Executive Director, NHB, Dr. Sanjeev Sharma stated that PMAY has four verticals i) “in situ” slum development, ii) affordable housing through credit linked subsidy iii) Affordable housing in partnership (iv) Subsidy for beneficiary led individual house construction.
The second vertical i.e. Credit Linked Subsidy is the Central Sector Scheme wherein National Housing Bank (NHB) and HUDCO have been identified as Central Nodal Agency (CAN) for the implementation of the scheme through Primary Lending Institutions (PLIs). He stressed on the salient features of the Credit Linked Subsidy Scheme (CLSS) as follows:-
I. Beneficiary Family - Economically Weaker Section (EWS - Household income of upto Rs. 3.00 lakh) and Low Income Group (LIG - Household income of above Rs. 3.00 lakh and upto Rs. 6.00 lakh) family not owning a pucca house in the name of the any of the family members in any part of India. Family has been defined under the Scheme as husband, wife and unmarried sons and daughters.
II. Geographical Coverage - All 4041 statutory towns as per Census 2011. Further, vide circular dated 9th November 2015, Ministry of Housing and Urban Poverty Alleviation, Government of India has notified that States/UTs will have the flexibility to include in the Mission, the Planning Area as notified with respect to the Statutory town and which surrounds the concerned municipal area.
III. House should be in the name of female head of the household, including joint name with male head but in case of self-construction the condition has been relaxed by the Central Government as in many cases land have been found to be in the name of the male member.
IV. Interest subsidy eligibility at the rate of 6.50% for a maximum tenure of 15 years for loan amount upto Rs. 6 lakh. The maximum subsidy amount is about Rs 2.20 lakh. The Interest Subsidy is provided upfront under the Scheme and this shall be proportionate to the amount disbursed by the PLI/Bank.
V. Carpet area of the house/flat is up to 30 sq. m. for EWS and 60 sq. m. for LIG. However, beneficiary at his/her discretion can build a bigger house, but the subsidy will be limited to first Rs 6 lakh of the loan amount.
Commissioner & Secretary, Municipal Affairs, Menukhol John in his keynote address mentioned that ‘housing for all’ should be the responsibility for all, including the government and banks. The main problem that Nagaland faces to implement such schemes is land issue, he said and further stated that entrepreneurship in the State has a very low ratio even though our state is more than 50 years. Therefore there is a need to encourage the younger generation in the field of entrepreneurship. He also said that there lies a lot of challenges ahead to improve and implement such schemes but these challenges should make them stronger. Joint Director & HOD and Nodal Officer for PMAY-HFA (U) Department of Municipal Affairs, A. Zanbemo Ngullie requested the banks to help and achieve the goals so that the poor sections in our society is lifted. Assistant General Manager, SBI & SLBC Convenor, Lumkin Thangboy mentioned in his speech that the state government should give an assurance regarding the land issue. He also said that the bank’s coverage in Nagaland is better compared to the other NE states. There should be empathy and compassion from the banks to help low income groups build their houses, he added. The highlight of the second session of the programme included interactive session on PMAY-Credit Linked Subsidy which was addressed by DGM, NHB/NILADRI BOS, Mgr, NHB, Rita Bhattacharya.
