Rural power index plunges

Dimapur, February 17 (MExN): The progress record of Nagaland in the implementation of the rural electrification scheme Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) seems to be far from anywhere successful. Records obtained here shows that the implementation status report of October 1, 2009 stood at 0. (0.0%) and “increased” to 3.3% till February 1, this year. 

A district-wise status report latest as February 1, 2010 showed an achievement rate of as low as 1.2 % while the highest mark was 3.3% within the ambit of connections provided to rural Below Poverty Line (BPL) households.

The latest physical status report of RGGVY till February 1, 2010 shows that a total amount of Rs. 11116.83 Lakhs was stated as the project cost for eleven districts. The awarded and revised cost showed even higher, Rs.45368.78 Lakhs. The total amount released (all districts’ project costs) was shown at a colossal Rs. 12373.55 Crore. 

The report showed that all the districts received sanction in 2008 except for Phek district which received sanction in 2005 for RGGVY. The report said Dimapur was released Rs. 2024.50 Crore for the implementation of RGGVY; Kiphire – Rs.1155.02 Crore; Kohima – Rs 1181.69 Crore; Longleng – Rs. 436.71 Crore; Mokokchung – Rs. 888.78 Crore; Mon – Rs. 1651.12 Crore; Peren – Rs.961.57 Crore; Phek – Rs. 388.85 Crore; Tuensang – Rs. 1437.80 Crore; Wokha – Rs.1629.70 Crore while Zunheboto district was released an amount of Rs. 564.81 Crore. 

The total “un-electrified” and “de-electrified” villages were shown at 105. Further, 1152 already-electrified villages underwent intensified electrification with an achievement rate of 14 (1.2%). A total of 142992 villages (including BPL households) were listed at 4724 (3.3%). 

These indexes including “connections” provided to rural BPL households totaled a measly 6.8 %. 

The February 1, 2010 status report shows there was no worthwhile progress in the implementation of the RGGVY considering that the October 1 2009 report was even barely worth mentioning. According to the status report (report-D) on the physical and financial progress of the state’s RGGVY till October 1, 2009, the “achievements” were listed at 0 (0.0 %).

For the 11 districts, the district-wise statistics show, the total sanctioned project cost was Rs. 11116.83 Lakh while the total “awarded cost” was listed at Rs. 1809.60 Lakh. The total of the amount released was a huge Rs. 6991.14 Crore.
