SGRY 2nd installment Rs 40.02 lakhs for Dimapur released

Dimapur, Dec 29 (MExN): Sampoorna Grameen Rozgar Yojana (SGRY) second installment of central assistance for the year 2006-2007 has been released for Dimapur district. The Grants-in-aid amounts to Rs. 40.02 lakh as second installment for Dimapur district (DRDA CODE=NL-I) on Nagaland State, as Central assistance for the implementation of the SGRY during the current financial year (2006-2007). The details are:

Central allocation is 114.46 lakhs; funds already released are 68.68 lakhs; deduction on a/c of short State share is 5.76 lakhs while funds released as second installment is 40.02 lakhs.         

The grant is towards plan expenditure and will be utilized for approved items of works subject to the conditions laid down in the SGRY guidelines. No deviation from the provisions of the guidelines is permissible, a PIB, Government of India circular received here said.

The expenditure on implantation of the programme with regard to cash component is to be shared on a 75.25 basis between the Central and the State Government, respectively.

The opening balance in the district as on 1.4.2007 i.e., the aggregate of the opening balances available with village Panchayats in the district should not exceed 10% of the funds/food grains available with the district during the year 2006-07. If the opening balance exceeds this limit proportionate deduction will be made from the second installment of Central assistance for the year 2007-2008.

The ZPs/DRDAs will release the entire fund allocated to them directly to the respective three tiers of the PRIs in the proportion as given in para 4.2 of the SGRY guidelines within fifteen days of receipt of funds from the Centre or the State without waiting for matching share either from the Centre or the State. The State Government should release its share within a fortnight of the date of release of the Central assistance, the circular stated.

The expenditure is debitable to the following head of accounts under Demand No. 78, Department of Rural Development (2006-07), Major Head – 2505 – Rural Employment, 60 – Other Programme (Sub Major Head), 60.104 – SGRY (Minor Head), 05.04 – Assistance to District Rural Development Agencies/ other Agencies 05.04.31 – Grants-in-aid. These funds have been re-appropriated to the above mentioned head from provision made under major head – 2552 – Lump sum provision for projects/scheme for the benefit of the north-eastern region & Sikkim with the approval of Integrated Finance Division.

The DRDAs may approach their bank for amount of Grants-in-aid after one week from the date of receipt of the sanctions. If any difficulty is faced regarding non-receipt of money by telegraphic transfer, Senior Accounts Officer (Special Cell), Room No. 548-B, Tele No. 23070539, Krishi Bhavan, Ministry of Rural Development, New Delhi may be approached.

The Pay and Accounts Officer, Ministry of Rural Development will be the Drawing and Disbursing Officer of the purpose. The amount mentioned in Para-1 above will be sent by Telegraphic Transfer/Demand Draft in favor of the Project Director of the concerned DRDAs.

The issues under the powers delegated to this Ministry and in consultation with Integrated Fin. Division vide their U.O. No. 1563/Fin. 1/2006 dated 11-12-2006.

Monthly Progress Reports should be submitted regularly and in time.

The first installment during the year 2007-2008 will be released after receiving the details of the meetings held by the Vigilance and Monitoring Committee at State and District Level in 2006-2007. It is certified that no utilization certificate is due from the above DRDA.
