Dimapur, September 11 (MExN): The Dimapur Bar Association today called the Nagaland government’s decision to shift the administrative complex of the Dimapur Deputy Commissioner as “anti-people” and ‘not people-friendly.’ The association has advised against shifting the complex for the reason that a chief administrative mechanism such as the DC should not be somewhere isolated and far from the people.
‘The DBA feels the policy for shifting the Deputy Commissioner’s office, Dimapur, to a remote and isolated site is anti people. The most important public office must be established where the general public lives. The shifting of the present office to the proposed site will cause great harassments and trouble to the people of Dimapur. Hence, the people as well as the authorities concerned are expected to take rational measures,” the association stated. The press release was appended by DBA president by Imti Imsong.
The association expressed strong opposition to the idea shifting of the existing DC’s office to the proposed new complex at this stage. “The location of the proposed office complex is not suitable. The Deputy Commissioner’s office is the lifeline of the district and every day hundreds of public would be visiting the office for various purposes. The new complex being located in an isolated site, with cultivated and forested lands in the surroundings without proper human dwellings, not only far from the main town but also lengthy distance away from the highway/main road, it will adversely affect the general public,” the association reminded.
For instance, the DBA said, even to get a Schedule Tribe/Indigenous Certificate or to get a simple affidavit one has to travel miles to reach the present new complex. “The worst affected will be general population particularly the students’ community, hundreds of whom are seen everyday in the DC’s office for various purposes. It is desired that the Deputy Commissioner’s Office is a public friendly office, easily accessible by the public and also easily accessible to the public in times of need.”
Stating that the basic and noblest ideal of a democratic State is a government working for the welfare and interest of the people, the DBA reminded that citizen have the right to censure In the event of authorities failing the ideal.
“The Dimapur Bar Association (DBA) favors an impressive administrative complex equipped with proper modernized facilities and public friendly atmosphere in a district like Dimapur so as to provide effective administrative functions and governance in the district.”
