Wokha, July 15 (MExN): The 1st Phase of social audit district level public hearing for the financial year 2023-24 under MGNREGS (implemented during FY 2022-23) & PMAY-G (implemented during FY 2019-20) was convened by the DRDA, Wokha in collaboration with Nagaland State Social Audit (NSSAA), Social Audit Unit Nagaland at the DC conference hall, Wokha on July 13.

For MGNREGS, altogether 26 villages were audited under Sanis RD Block & Ralan RD Block Viz.- Upper Baghty, Soku, Sunglup, Yongchucho, Morakjo, Longtsung, Ashaa, Pangti, Yanthanro, Sungro, Okotso, Aree Old, Aree New (Sanis) and Tchujangphen, S. Wochayan, Yanlum, Wochan, Changdalashung B, Ronsuyan, Soshan, Ralan Old, Lishayan, Yanpha, Woroku, Ralan New, Yankeli (Ralan). For PMAY-G, altogether seven villages were audited Viz- Ralan (Ralan Block), Sungro, Okogtso, Aree New, Pangti, Aree Old, and Longtsung (Sanis) covering 63 beneficiaries.

The programme was chaired by Mathew Yhome, APC, DRDA, Wokha. He urged the programme functionaries to take corrective measures based on the social audit findnigs.

Imlirenla Sanglir, Assistant Director of NSSAA, Social Audit Unit Nagaland in her introductory speech informed that 1st phase social audit for Financial Year 2024-25 under MGNREGS and PMAY-G under RD Department has been carried out across all districts except for Mokokchung.

She informed that social audit of other schemes like PM Poshan & Samagra Shiksha under Education Department, NSAP under Social Welfare department, several schemes under Department of Social Justice & Empowerment will be audited during this current financial year.

While expounding on PMAY-G scheme, she touched base on the opportunities and possibilities of converging with other schemes to provide basic amenities to the PMAY-G homes such as SBM-G for construction of toilets, Pradhan Mantri Ujjwala Yojana for LPG connection, NRDWP for provision of clean drinking water & MGNREGS for beneficiary’s employment during PMAY-G house construction. She also briefed on the review of social audit findings and implored the implementing agency and the programme functionaries to execute the scheme in consonance with the Ministry guideline.

Sangmou Khiamniungan, EAC, Wokha HQ represented District Administration as an Observer. He emphasised on the importance of pro-active disclosure in order to maintain transparency in the implementation of the programme.  

The resource persons Vezokholu Khusoh (DRP) and Imtimar (DRP) presented the Social Audit findings and were reviewed during the hearing. MGNREGS findings showed issues of mismatch of records between Management Information System (MIS) and RD Block official records, non conduct of Rozgar Diwas, non maintenance of 3 phases photographs, non maintenance of detailed Citizen Information Board (CIB), poor maintenance of Job Cards, non maintenance of Shelf of Projects & Job Card related issues were reviewed. Accordingly, rectifications were produced by the concerned BDO and the programme functionaries. Resolutions were also adopted to take corrective measures basing on the social audit findings.

Altogether an amount of  Rs 90,072 (417 Mandays @216) was recovered against payment made under the categories of deceased, JC belonging to Government Employed Person and Migration Job Cards by the Social Audit team during the process of verification. The said recovered amount was handed over to the Project Director, DRDA for onward deposit to the State Employment Guarantee Fund as per the MoRD guideline. 

BDOs and the staff, Officials from the DRDA, MGNREGA and PMAY-G beneficiaries, village functionaries, VLOs and media participated in the meeting.
