State Cabinet to chalk out plan for ULBs

To discuss proposed anti-defection law and full-fledged Directorate for ULBs

With the elections to the Urban Local Bodies (ULBs) done and over with, the Nagaland state Cabinet will huddle on July 11 to discuss reportedly to design the work plan for the ULBs. Chief Minister, Neiphiu Rio made the disclosure at a reception programme for the newly elected NDPP councillors to the Chümoukedima Town Council (CTC) and Medziphema Town Council (MTC) hosted by the party at the Noune Resort, Chümoukedima, on July 8. 

According to the CM, the Cabinet will discuss the framing of rules and regulations governing the functioning of the ULBs, the proposed anti-defection law for the ULBs and upgrading the ULB cell to a full-fledged Directorate. 

Rio said that the role of the ULBs will not be confined to generating revenue alone. He said that the ULBs will be assisted by grants from the state and Central governments. “There will be a lot of work (For the councillors),” he said.  

In the greater scheme of the Government of India’s Act East policy, he said that the importance of the north-eastern region, including Nagaland, will continue to grow. In this context, he said that Nagaland’s foothills and in particular, the plains of Dimapur and the surrounding districts will play a strategic role. 

This however would hinge on sorting the issue of the rigidly traditional land-holding system here, he said. Terming “land issues” as one of the main bottlenecks to attracting investment, he batted for opening up to the idea of leasing land through government guarantee. “Therefore, land leasing through the government for up to 99 years is essential for economic growth. This will create jobs and boost the economy,” he said.  

Meanwhile, he said that Nagaland and Nagas are confronted by issues from the Naga political problem to internal differences, which have weakened efforts towards economic growth.

Following the programme, Rio was queried on the ENPO rejecting the proposal for nominating members to the ULBs in the eastern districts. He replied that this will be discussed in the upcoming Cabinet meeting on July 11. On the BJP demanding a share of the ULB pie, he said, “As it is, we are already sharing. We (will) have further discussions, if there is any space.”
