UGC notice on private universities in Nagaland

Dimapur, April 1 (MExN): Central university regulating authority, the University Grants Commission (UGC) taken strong exception that some state private universities have affiliated colleges and started off-campus centres in violation of the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulation, 2003 and against the judgment of the Supreme Court of India’s decree. An email containing the link to the public notice issued by the UGC was received here today. Some of these universities are running such centres on franchising basis which is prohibited, the UGC notice states. 

The UGC’s public notice informed the public and the students’ community in particular that as per the information available with the UGC, there are 109 private universities established by the Acts of the Legislatures of different states. 

For Nagaland, the institutions which the UGC notice mentioned was the Global Open University which is registered as being in Wokha and another called the ‘Institute of Chartered Financial Analysts of India  University’ in Dimapur. The notice said that in regard to ‘Institute of Chartered Financial Analysts of India University,’ the information sought for inspection is still being awaited. 

The notice states that private universities cannot affiliate an institution/college. “They cannot establish off campus centre(s) beyond the territorial jurisdiction of the concerned State. However, they can establish off-campus centre(s) within the concerned state after their existence of five years and with the prior approval of the University Grants Commission. So far, UGC has not approved any off campus centre(s) of any private university,” the notice said. 

Students and the public at large are advised to go through the UGC website carefully at the time of taking admissions and should clarify the status of the university from UGC before taking admission in any private university other than those listed.

It may be mentioned that as far as the Nagaland based Global Open University goes, the Chairman of the University Grants Commission (UGC) constituted an Expert Committee with a view to having on the spot inspection of the Global Open University Nagaland on 29th and 30th July 2010. In view of the provisions of the UGC Act 1956 and the UGC Regulations 2003, the University Grants Commission, New Delhi has been making on the spot inspection of Privately Funded State University to assess their academic and physical infrastructure.

The Expert Committee headed by Prof. M. Madaiah visited The Global Open University Nagaland at Dimapur on 29th and 30th July 2010. 

The Expert Committee recommended the recognition of The Global Open University, Nagaland under Section 2(f) of the UGC Act, 1956, although the committee stated that it was “not fully impressed with the functioning of this university but keeping in view that this being a young university located in remote area with different type of geographical nature and Government of India Policy to encourage North Eastern States, the Expert Committee was recommending its recognition under the UGC.
