DIMAPUR, DECEMBER 7 (MExN): The All Nagaland School Teachers Association (ANSTA) has disapproved of the new Service Rules & Cadre Review Notification of the School Education Department published in the Nagaland Gazette on November 29.
A press note from the ANSTA stated that the same exercise had been done without having any discussion and consultation with the association and stakeholders, “wherein so many reductions of avenues (as under) have been made for Secondary-Elementary section of the department.”
Major points of disagreement in the notification for the ANSTA included downgrading the graduate teachers pay band from 9300-34800 to 5200-20200 which is in terms of Rs. 4100 less than the existing PB and grade pay from 4200 to 3400, a difference of Rs. 800. It also disagreed with the encadrement of Principal Director to IAS cadre.
Other points of disagreement were: reduction of Joint Director post/DEO from 19 to12; reduction of 253 HM Post to 177 i.e. 76 post of HM reduced; HM & AHM to be withdrawn from composite GHSS by way of transfer and cessation of posting; and post of SDEO/Assistant Director post are further classified into Junior and Senior giving different Grade.
Stating that the association has been fighting against the poor avenues and step motherly treatment of Secondary-Elementary section by the Government, the ANSTA stated that the present notification further reduced the avenues of the section.
“The fact of the matter is that revision of service rules or cadre review comes in a while (after 10/15 years) in order to improve/upgrade the existing system in view of prices escalation and changing situation. However as far as the present notification is concerned, it has reduced/downgraded the avenues instead of improving it,” it added.
The ANSTA made it clear that it will never accept the notification in its present form since if it is implemented as it is, it will adversely affect the employees of the concerned sections.
It therefore urged upon the authority to review the defective areas of the notification as pointed out above before it is being legislated.
Meanwhile, the association informed all its members across the state to be “mentally prepared for any eventuality as another phase of state wide agitation against the indifferent attitude of Government towards teaching community is eminent if the Government fails to do the needful in time.”
