MHA Committee on AFSPA next meet fixed for March

Clearing the air on the deadline for report submission of the MHA Committee constituted to review the application of the Armed Forces (Special Powers) Act (AFSPA) in Nagaland, a member of the Committee stated the deadline is yet to expire. 

The clarification came after a national daily reported that the 45 days deadline for the Committee to submit its recommendations has lapsed and the latter is “is yet to conclude its findings” based on a announcement by the Nagaland Chief Minister Neiphiu Rio on December 26, 2021. 

The Chief Minister’s announcement was based on the meeting that took place in Delhi between Union Home Minister Amit Shah, Assam Chief Minister  Himanta Biswa Sarma, Nagaland Deputy Chief Minister  Y Patton, NPF Legislature Party  Leader TR Zeliang and CM Rio, the member said. 

Following the announcement the Ministry of Home Affairs (MHA) had issued a separate order announcing the constitution of the Committee and had given it 3 months to submit its recommendations, added the member on the condition of anonymity. 

On the claim that the Committee had sought an extension, the Member said that he was not aware of such developments. 
He, however, informed that the Committee has had two sittings and the next sitting has been scheduled for the first week of March. 

It must be noted here that the Union Ministry of Home Affairs, on December 26, 2021, constituted the Committee headed by the Registrar General and Census Commissioner of India, Dr Vivek Joshi to review the application of AFSPA in Nagaland. 

An order issued by the Ministry of Home Affairs, North East Division stated that “The terms of reference of the committee shall be to review the application of AFSPA in Nagaland and make suitable recommendations within a period of 3 months.” Accordingly, the deadline expires on March 26.
