The distribution of portfolios/departments to all the ruling MLAs as Advisers without executive powers seem to be hampering the effective governance of the state. In fact, the very purpose of the "Act of downsizing of the ministry/cabinet" enacted by the parliament has been defeated. In the present scenario, all files/ matters of the departments allocated to Advisers needing Government approval goes to the Chief Minister Office which becomes lengthy and cumbersome as all these departments have to be looked after by a single individual ie, the Chief Minister.
It is understood that if an Adviser makes any recommendations/ signs in the files, he would attract disqualification under "Office of profit", but the welfare of the people has been compromised as things move at a snail's pace. Since the Chief Minister has many important engagements to attend to besides the files from the Adviser's departments, files get stockpiled in the Chief Minister's office for years together, thereby jeopardizing public welfare. In the circumstances, the Chief minister should rather delegate the Power of looking several departments to some of his cabinet colleagues which will not only ease his burden, but also improve speedy and better governance in the state.
