morung SUGGESTION PLATFORM: Dear Readers, These are some concrete and practical suggestions on what policy measures the Nagaland Government can introduce and implement to ensure construction of quality roads in the State.

•    Local contractors are the main reason for bad road in Nagaland. Always hire big and reputed construction companies to build the best road instead of local contractors. Even complaining local contractors for poor quality road creates another issue in Nagaland.

•    The Nagaland government needs a comprehensive policy to ensure that qualities of roads are improved. The leaders must have the political will to use the resources effectively and to monitor the work of the road construction companies. There must be strict monitoring of work and heavy penalties must be imposed on violators of contracts. Manipur has the most number of armed groups operating in India, but it still continues to make great strides. Their roads are so much better than Nagaland. We Nagas keep blaming the presence of a handful of armed groups for the lack of progress. I feel this is only an eye wash. What is really eating away is the percentage system we have at every level of government. To do a work contract, we have to pay a certain percentage at every level within the department. This is the real reason for depletion of resources. If we want to ensure construction of quality roads in Nagaland, we must do away with this practice of asking and giving percentage at every level of the department and government.

•    Naming the roads with the Constructors name and address will be a start. Not forgetting to mention the Individuals, Engineers, the various departmental heads, etc involved in the sanctioning to the construction will be a great sin. Honourable mentions, if any, can be an added incentive. If we can sing 'Count your blessings, name them one by one' on Sundays, then, we can also start with 'Know your Constructors, one by one, with address' every time we are on the road.

•    Any contract given for road making should be quality controlled and time bound, no payment should be made until work is done to the required level and on time. Any delays should be penalised and breach of contract should be taken to court, no contract should be given to non locals or those who do not have their head office in Nagaland. Any parties that prevent the work to be carried out should be arrested and charged under the law with long sentences and very have fines. Any government employee or politicians who want a cut of the road money should be name and shamed. State Government to have balls to do the right thing.

•    Properly planned quality drains to be developed and maintained. Camber of road surfaces to be maintained so that water does not accumulate on the road and flows into drains. Quality raw materials to be used in constructing roads as per approved specifications. Coordination between departments so that unnecessary damage to roads does not occur during repair and development activities. Necessary measures to be adapted to prevent landslides and protect developed roads.

•    Complete Land Compensation/Acquisition process at the earliest wherever necessary; Ensure timely monitoring of projects; Test and provide quality materials; Provide security to the workers, contractors, company officials so no other party is involved in fund allocation/extortion; Conduct DPR in a practical way; Built roads the way roads are required to be constructed. Procure enough RoW for construction keeping the growth of traffic in mind; Conduct 2, 3 if possible more site monitoring so there is no unnecessary breaks.

•    Need CBI in the state.

•    Transparency!!

•    CREF are the best...

•    Penalty to both the Contractor and concern dept for failure of poor road construction, display of names of contractors and name of scheme under which road was constructed, rope in concern district local tribal body for assessment and satisfaction report mandatory for contractors and concern dept before release of any payment of the work, role of media highlighting the progress of the work, declaring use of material in public domain along with money sanctioned before any road construction of road takes place, proper drainage to maintain sustainability of the road in long run, protection of security to contractors and labourers , local tribal bodies to ensure non-interference for unnecessary harassment for money or landowner interference, Govt to depute senior bureaucrats to resolve any issues to taxation or harassment or poor workmanship or slow pace of work, equal treatment to all districts for importance of road beyond Kohima and Dimapur

•    Just give the construction project to companies.

•    Simple... let the company take up.

•    Award contracts to contractors based on their works and not for political gains.

•    State should have a team inclusive of social sector or the reputed youth group to monitor the progress of such projects. Old schools are out. They can't do any for our future. Sad but true. We respect elders, however, most of ours are kaput.

•    Invest all sanctioned amount for the purpose.

•    Good Leadership! Unite those factions! No Political proceedings procedures for fund withdrawal do direct to contractor and should be published expenditure. Actually minimum 30-40 years should last once construct a good road. #MyVoteIsNotForSale

•    Though we mainly blame the contractors, sometimes it's the concerned department and the engineers who siphon money too. If the contractors expose the department, they become less favourable in the eyes of the department and may lead to them not getting contracts. Since most of the problems are because of inadequate funds, we should have an Act to make the funds transfer transparent to the public since the money is for the public property. Make funds allotted for the project and also funds transferred to the contractors open to view for the public through their website.

•    Start off with compulsory ethics class and transparency act. Honestly, the present policies are fantastic and the systematic order is quite immaculate. But we all know how corruption is embedded at the grassroot level to the top and that there's always a loophole for the said corrupt "officials" to go about. So, according to me, I believe that it completely depends on our generation to be selfless, diligent and honest public servants. Given the fact that we've been witnessing and facing the consequences, first hand, off of their decisions. Like the saying goes, universally, to start a change it starts with you. Phew phew phew!
