The state of Nagaland in exercise of the powers conferred under Section 22 (b) and Section 22 (h) of the Disaster Management Act, 2005 has issued directions making effective several measures across the state so as to prevent the spread and contain COVID-19 which has been declared as a pandemic.
Authorize DCs to requisition any officer from any dept
An office memorandum issued by Chief Secretary Temjen Toy on Monday stated that as per Section 33 and 34 of the Disaster Management Act 2005, all the DCs heading the district disaster management authorities in the districts have been authorized to requisition any officer from any department at the district level or any local authority to take measures for the preventions and mitigation of COVID-19 disasters, or to effectively respond it, as may be necessary, as such officer or department shall be bound to carry out such order.
DCs may give direction for use of resources available
Further, the Office memorandum stated that for the purpose of assisting, protection or providing relief to the community, in response to the disaster or any threatening disaster situation, DC may give direction for the release and use of resources available with any department of the state government and the local authority in their respective district.
The district authority can control and restrict vehicular traffic within the vulnerable or affected areas and can also control and restrict the entry of any person within a vulnerable or affected areas.
District COVID 19 war rooms
In order to ensure effective and holistic response to the crisis, all the deputy commissioners are to set up District COVID-19 War Rooms, the office memorandum stated.
All AHoDs/HoDs have been asked to give suitable directions to all their employees and staff to provide assistance, manpower, and all their available resources as and when requisition is made by the DC in the capacity of District Disaster Management Authority.
