Dimapur, April 5 (MExN): The Nagaland Law Students’ Federation (NLSF) has charged the People’s Democratic Alliance government of taking decisions against the welfare of its citizens.
The NLSF was referring to the Nagaland government's proposal for creation of 13 ex-cadre posts to be associated with the Chief Minister’s Office Nagaland - appointment of Priyang Pandey as OSD in Nagaland House in New Delhi, appointment of Advisors and Chairmen and the one day voluntary deduction from the salary of all government employees towards the Chief Secretary’s Welfare Fund (CSWF).
The NLSF termed the appointments and deductions as “unreasonable/improper and in some cases, even unconstitutional.”
“The Govt. of Nagaland as a welfare state cannot simply take any decision against the welfare of its citizens as a whole,” it maintained.
The law students’ federation stated that it failed to understand the actions of the government to create 13 ex-cadre posts wherein political party workers/citizens has been accorded the positions in the ranks of Commissioner & Secretary/Secretary/Jt. Secretary/Class 1 Gazetted.
The federation pointed out that only few NCS candidates reach the position of Commissioner & Secretary after being conferred IAS and many sincere and hard working officers retire before reaching the position of Secretary. Even to become a Gazetted officer/class 1 gazetted, one has to work very hard to pass the examinations conducted by NPSC or UPSC or through several promotions, it added.
While that has been the case for NCS and other gazetted officers, the federation held that it is not only discouraging to government servants but also to students.
Such appointments, it stated would make a huge dent on the state exchequer and “affecting the most prestigious and respectful post and status of bureaucracy.”
Instead of wasting public funds by making such appointments, the NLSF suggested that the government repair the crumbling infrastructure – roads, bridges and provide better health and education facilities.
The NLSF also questioned the logic of appointing Priyang Pandey as OSD, Nagaland House in New Delhi. “Is it that the officers out there can’t manage the House without him or could he be the best dalali/middleman to do all mischievous things?” the federation questioned.
On the appointment of legislators as Advisors to departments and Chairmen of several committees, the law students’ federation contended that it amounts to office of profit and “simply unconstitutional”.
As regards the deduction of one day salary for the CSWF, the federation asserted that it is the hard earned money of the employees and that “the government cannot simply play with it in the name of Welfare Fund without considering any genuine cause or reason or relief or disaster, etc.”
