Dimapur, April 8 (MExN): The Nagaland Public Rights Awareness and Action Forum (NPRAAF) has apprised the Centre that most centrally sponsored programs in Nagaland are “implemented without following Government of India Guidelines.”
Most programs has dismal implementation record and without transparency and accountability which has resulted in massive misuse of public funds, a 5-member NPRAAF highlighted to “top central bureaucrats” from April 2-6 at Shastri Bhawan and Krishi Bhawan in New Delhi. The delegation, therefore, requested the officers to continually monitor the centrally sponsored schemes so as to ensure no such schemes are implemented without following proper GOI guidelines for effective implementation, the forum informed in a press release.
NPRAAF assured the officers of various departments that, the office will be in touch with respective ministry and report any deficiency and corruption in implementation of public welfare schemes, it said. The forum also informed that its delegation will also meet the officials of Ministry of Home Affairs and Ministry of Health & Family welfare in May and give “a picture of Development in both the Departments, so that, every fund sanctioned to the state will be done with proper scrutiny unlike in the past.”
NPRAAF is also “in pursuance of setting up a CBI office branch in the state of Nagaland and will be meeting Joint Director CBI at Guwahati,” it said adding that it “sees no reason why CBI office cannot be set up in Nagaland alone when all the states in India including Union Territories has CBI branch office.” We will continually fight against corruption to safeguard public interest, however unless the corrupt people are arrested and put behind bars it will be very difficult to stop corruption, it maintained.
The Forum also noted that politicians and bureaucrats have mistaken beliefs that CBI has limited Legal Jurisdiction in Nagaland and that without Cabinet sanction CBI cannot take up cases directly.
However, The Delhi Special Police Establishment (DSPE) Act 1946, vest all power to CBI to carry out its duty anywhere in Indian States. Even in Nagaland, the CBI can arrest, investigate, persecute and sentence corrupt person, it added.
“NPRAAF will explore possibilities to provide land to establish CBI Headquarters in Nagaland if the state Government is not willing to facilitate CBI to Nagaland for any reason,” the Forum said in the release.
