Under the National e-Governance Plan (NeGP), Nagaland Public Service Commission (NPSC) became the first Public Service Commission (PSC) in India to successfully implement fully online application and payment of fee for civil service (Preliminary) examination.
This was stated in the 51st annual report of NPSC tabled in the just concluded NLA session. The Commission introduced SMS notification service, where the Viva-Voce dates and marks statements are notified to the candidates. The candidate can directly interact with the Commission through the facebook page.
The Commission in collaboration with IT&C, Government of Nagaland, NISG and Nagaland State e-Governance Society has re-engineered a software process to reduce traffic congestions and late attendance of the candidates. The Commission from 2014 installed CCTVs in examination halls for monitoring the candidates so as to avoid malpractices and maintaining proper decorum and conduct.
The examination centres for NCS, NPS, NSS & Allied Services have been increased to five centres in the district of Kohima, Dimapur, Mokokchung, Tuensang and Mon to reduce inconvenience of candidates from remote areas of the state.
Additional exam hall attached with barrier free environment was constructed in 2014, in collaboration with social welfare department Nagaland and Ministry of social justice and empowerment for differently- able candidates.
As per the guidelines from Ministry of Social Justice and Empowerment, Department of Disability Affairs, GoI, the NPSC provides for reader, proper/suitable seating arrangement for persons with disability, acceptance of disability certificate issued by competent authority at any place across the country and gives extra time of 20 minutes for each hour.
However, for assistive materials like tailor frames, Braille slates, abacus, geometry kits, electronic devices etc for candidates with visual and hearing impairment, the Commission has written to P&AR department, to take up the issue with social welfare department to assist the Commission.
The report stated that the Commission gives out carbon copy of OMR sheets to candidates of the preliminary examination to ensure transparency and accountability.
The Commission now requires installation of mobile jammers to detect and prevent technical cheating in examination through wireless devices.
“Most of the other PSCs in the country already have these facilities. The Commission had written to the government for the same,” the report stated.
What has currently been of an urgent priority measure as viewed by the Commission is installation of centralized Computerization System, a proposal of which has already been sent to the Government of Nagaland for further consideration, the report stated.
“Along with computerization, skill upgradation of staff, the personnel strength under technical branch and overall cadre review of the Commission would necessitate better administration and bridge the hierarchical gap in the organizational structure of the Commission,” the report added.
