
Kohima, March 13 (MExN): The Director General Home Guards, Civil Defence & State Disaster Response Force (DG Home Guards, CD & SDRF) has clarified that as per the Government of India’s policy, a Home Guard trained volunteer “will be requisitioned for duty only as and when the requisitioning agency makes such requisitioning.”
Further, this requisition should have administrative and financial approval conveyed by the State Government to the Department, it said. This was stated in an undated ‘press release’ issued by PRO (HQrs) DG Home Guards, CD & SDRF put on record the GoI’s policy and procedure for training of Home Guard Volunteers and requisitioning of duty following a recent 'Press Meet' by some Home Guard Trained Volunteers in Nagaland highlighting their grievances “without understanding” the standing policy for such issues.
As per the release, the Compendium of Instructions issued by the Ministry of Home Affairs, Director General Civil Defence, GoI dated 26.8.65 stipulated that the targeted strength of Home Guards volunteers for Nagaland is 2100.
In others words, there should be 2100 Home Guards trained volunteers in Nagaland, it elaborated.
Accordingly, the Department conducts training of the Home Guards Volunteers at regular intervals to achieve this target, it maintained.
In addition, as per the requisition policy of the Director General Civil Defence & Home Guards, MHA, GoI, a Home Guard trained volunteer will be requisitioned for duty only as and when the requisitioning agency make such requisitioning provided Administrative and Financial Approval is conveyed by the State Government to the Department, the release pointed out.
At present, a total of 965 Home Guard Volunteers are requisitioned and performing duty in their respective districts, it informed.
The remaining Home Guard trained volunteers would be requisitioned for duty as and when such requisitioning is made by the requisitioning agencies and the same is approved by the state Government, it added.
