
NPCC appeals to call off cease work
Dimapur, June 16 (MExN): The Nagaland Pradesh Congress Committee (NPCC) on Tuesday said that failure to arrive at an understanding between the State Government, National Health Mission Employees Association, Nagaland (NEAN) and the demand of Nagaland Junior Doctors Association (NJDA) “is disturbing.”
“The fiasco created by the Cabinet decision in the Medical Department during this time of pandemic is uncalled for. Regularisation was not at all a priority,” asserted K Therie, President, NPCC in a press statement.
While claiming that discrepancy has been “caused to NHM from the beginning,” Therie said that lower salary for the same work or more work, more posting in out posts and salaries not paid on time. “The Government is expected to play a fair game with all its children. Government should also avoid working under pressure or to please individuals or small sections.”
He stated that the Cabinet decision violates the spirit of fundamental rights of equal opportunity as is provided in the Constitution and added, “I do not think it would withstand the scrutiny of the Court although Courts sometimes surprise twisting all expectations of the common man and common sense.”
Criteria or yardstick for regularisation is normally 3 years of service length subject to performance. Same salary for same qualifications and same work were the systems. Central or State Service, same work by same qualifications should be paid as equals. It is the duty of the State Government to resolve discrepancy in salaries with the Government of India, he maintained.
He also said that Senior Government officials are fully aware of the Constitutional provisions, if Ministers do not understand. “Government should be guided by these Constitutional provisions, Acts and Rules to make decisions. Whimsical decisions should be avoided. It is the duty of the Secretary to point out the provisions of law. Same qualification for same service has the right to expect same salary and same future.”
Further, he suggested the Government to keep its decision in abeyance and talk with NEAN and NJDA upholding the values of Constitutional provisions and equal opportunity. “Meanwhile, I appeal to NEAN to call of cease work to save lives,” he added.
