Nagaland govt to revisit NLTP Act

Communitisation of electricity slated for review

The upcoming Nagaland Legislative Assembly (NLA) session would witness a discussion on the contested Nagaland Liquor Total Prohibition Act, 1989. Spokesperson of the state government, Minister for Power and Parliamentary Affairs, KG Kenye made the disclosure on August 22, according to an AIR News Kohima bulletin. 

The monsoon session or the fifth session of the 14th NLA is scheduled on August 27and 29. 

Kenye was quoted telling a media briefing in Kohima that the decision was made at a Cabinet seating on August 22. He emphasised the need to reconsider the NLTP Act, which has not been reviewed since its enactment over three decades ago. 

While it was not specified whether the Assembly would move for reviewing, Kenye pointed out the unchecked flow of illicit liquor into the state despite a prohibition law. He added that loose regulatory measures have given free rein to bootlegging. Kenye was said to have held that the NLTP Act gets a “relook.” 

The monsoon session will also witness discussion on the ‘Communitisation’ policy vis-à-vis electricity.’ According to Kenye, the Cabinet decided to review the policy citing it has not given the desired result. 

The Nagaland Communitisation of Public Institutions and Services Act of 2002 saw the state government ‘communitising’ electricity management in the villages, and select urban and suburban locations. It handed the responsibility of revenue to local communities through a common metering/billing point.
