NGO Coordination Committee, a conglomerate of major civil societies and student organizations in Mizoram, on Thursday asked state Governor Jagdish Mukhi to immediately give assent to Assam’s NRC like bill, which was passed in the assembly in March.
The meeting of the committee on Thursday expressed regret for the "Governor being reluctant" to give his assent to the “Mizoram Maintenance of Household Registers Bill 2019” which seeks to detect "foreigners" in the state, a statement issued by the committee said. The meeting also asked the state government to take measures so that the bill gets the Governor’s assent at the earliest, the statement added.
The committee then expressed disappointment over the state being without a full fledged Governor for nearly five months. It pledged to take measures to ensure that Mizoram gets a full fledged Governor at the earliest.
It can be noted here that, Assam Governor Jagdish Mukhi was sworn-in to discharge additional duty of Mizoram’s Governor on March 9.
The meeting of the NGO Coordination Committee then expressed apprehension about Draft National Education Policy, 2019 citing it is not safe for the Mizos and Mizoram. It decided to hold a workshop on the draft bill to give awareness to the general public about the bill.
Meanwhile, People’s Representation for Identity and Status of Mizoram (PRISM) blamed the Governor for putting the Household Register Bill on hold. The party on Thursday wrote to Chief Minister Zoramthanga asking him to take steps so that the Governor gives his assent immediately.
PRISM also asked the chief minister to "re-pass" the bill after modification in the next assembly session. Though the Governor has the discretionary power to delay any bill, he can no more delay a bill if it is re-introduced and re-passed in the assembly, the party said in its letter.
